Job description

Abacus Technology is seeking a JIRA Systems Administrator to provide technical support for JIRA and Confluence environments under the Technical Advisory and Assistance Services (TAAS) program at Peterson AFB.  This is a full-time position.


  • Administer, configure, and maintain JIRA and Confluence environments to support mission-critical programs and cross-functional teams.
  • Build and customize JIRA projects, workflows, issue types, screens, field configurations, permission schemes, notification schemes, and automation rules to meet organizational and program requirements.
  • Develop and maintain Confluence spaces, page templates, knowledge bases, documentation standards, and collaboration workflows to improve information sharing and knowledge management.
  • Implement and manage user access, security groups, roles, and permissions within JIRA and Confluence while ensuring compliance with DoD cybersecurity policies and organizational governance.
  • Create and maintain custom dashboards, filters, reports, and metrics that provide leadership with visibility into project performance, workload, and operational readiness.
  • Support integrations between JIRA, Confluence, SharePoint, and other enterprise tools to streamline collaboration, documentation, and workflow automation.
  • Provide technical support to end users, troubleshoot application issues, resolve configuration problems, and deliver user training and best practices for JIRA and Confluence.
  • Collaborate with program managers, product owners, and technical teams to gather requirements and implement scalable JIRA and Confluence solutions that support Agile software development and enterprise collaboration.
  • Ensure platform configurations adhere to information assurance, cybersecurity, and data management requirements while supporting continuous process improvement initiatives.
  • Prepare technical implementation plans, migration strategies, and change management documentation for new capabilities, enhancements, and enterprise deployments.

5+ years experience in systems administration including strong experience with JIRA administration.  Bachelorโ€™s degree in a related field.  Additional years of experience may be substituted for degree requirements.  Must be Security+ certified.  Able to build JIRA/Confluence instances from the ground up.  Must have expertise in JIRA and Confluence to go beyond the basic features and tailor the application to organizational needs.  Experience with DoD systems.  Experience with MS Server operating systems, VMWare, and backup and SAN solutions a plus.  Experience in a Scrum Master or Agile Coach role a plus.  Experience providing application support for COTS and proprietary applications.  Experience supporting both the client and server-side for enterprise systems.  Must be customer service oriented and able to demonstrate strong communication skills and problem-solving abilities.  Must be a US citizen and hold a current Secret clearance.

The projected compensation range for this position is $90,100-$104,500. There are multiple factors that can impact a final salary, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (if remote or different from the stated location for this position), education and certifications as well as Federal Government Contract Labor categories.
