Job description

Job Title: Community Risk Reduction Community Team Member

Harris County Emergency Services District No. 48 ("HCESD No. 48" or the "District") is seeking applicants for the position of Community Risk Reduction Community Team Volunteer.

HCESD No. 48 is a combination of Fire and Emergency Medical Services ("EMS") District, providing services to residents of HCESD No. 48 and Fort Bend County Emergency Services District No. 1. Our service area is twenty-nine (29) square miles located on the west side of Harris County, between the cities of Houston and Katy, Texas. The population is approximately 150,000 persons. HCESD No. 48 responded to over fifteen thousand (15,000) Fire and EMS incidents in 2024.

The Community Risk Reduction Community Team Volunteer is an At-Will position and serves at the discretion of the Fire Chief and the HCESD No. 48 Board of Commissioners.

The Community Risk Reduction Community Team Volunteer shall:

  1. Perform all duties assigned by a Superior Officer or Supervisor.
  2. Assist both the Community Risk Reduction Battalion Chief and Community Relations Coordinator.
  3. Become familiar with all matters contained in the rules of the District, including the Policies and Standard Operating Guidelines.
  4. Maintain his/her physical and mental health so that he/she may perform the duties assigned to him/her.
  5. Possess knowledge of CPR, first aid, and rescue techniques.
  6. Be courteous and helpful in his/her relations with the public and with Superior Officers.
  7. Wear the District uniform only as described by District guidelines.
  8. Attend all District Volunteer meetings and Community Risk Reduction Community Team meetings.
  9. Perform other duties as assigned by a Supervising Officer.

Community Risk Reduction Community Team Volunteer Requirements:

  1. Completion of the required introductory ninety (90) day period.
  2. Successfully pass the pre-employment drug and alcohol tests.
  3. Successfully pass the pre-employment background check.
  4. Ability to follow verbal and written orders.
  5. Ability to communicate effectively orally and in writing.
  6. Ability to establish and maintain effective working relationships with Members, Employees, Volunteers, and the public.
  7. Maintain minimum participation standards, including attendance at four (4) out of twelve (12) monthly Team meetings, one (1) event per quarter, and/or assigned administrative projects.
  8. Ability to function within a team environment.
  9. Access to a personal vehicle.
  10. All Volunteers shall possess and maintain certification with the American Heart Association ("AHA"), Health Care Provider Cardio-Pulmonary Resuscitation ("CPR"), and Automatic External Defibrillator ("AED").
  11. He/she shall have successfully completed NIMS 100, 200, 700, and 800 and shall provide certificates of completion to his/her Supervisor for each section within six (6) months of membership.
  12. Possess and maintain a current Texas Class C or greater Driver's License, Texas Identification Card, or Active Duty Military Identification Card (associated with an out-of-state driver's license).
