IT-DOSS Program Manager

Strategic Resources, Inc. (SRI) is an international, ISO 9001/20000/27001 Certified, CMMI Level 3 Rated full-service provider with more than 37 years of experience in the Federal, military, and commercial marketplaces. SRI is seeking an experienced Program Manager (PM) to join our team.

Overview: The PM serves as the senior leader responsible for the overall management, performance, and execution of the program. The PM provides strategic, operational, financial, and technical oversight to ensure all contract requirements, performance objectives, and service-level commitments are met or exceeded. The PM is the primary point of accountability to the Government for program outcomes, resource management, risk posture, and stakeholder engagement.

Tasks & Responsibilities:

  • Provide overall leadership and day-to-day management of complex, enterprise-wide IToperationsand support servicesprograms.
  • Serve as the primary interface with the Government, ensuring transparent communication,timelyreporting, and effective coordination across all functional areas.
  • Develop, implement, andmaintainprogram plans, schedules,riskand opportunity management documentation, and allrequiredtechnical and management processes.
  • Lead the development and application of performance-based service delivery models, ensuring compliance with Service Level Agreements (SLAs) and Quality Assurance Surveillance Plans (QASPs).
  • Manage program budgets, financial forecasts, cost controls, and resource allocations to ensure execution within approved funding levels.
  • Oversee development of business cases, strategic plans, program roadmaps, process improvements, and modernization initiatives.
  • Drive issue resolution, change management, and continuous improvement across the program.
  • Coordinate transition activities, program reviews, status reporting, staffing plans, and subcontractor performance.
  • Ensure adherence to all contractual, regulatory, and security requirements.
  • Foster a high-performance culture, ensuring team cohesion, workforce development, and retention.

Minimum Required Education, Skills, Knowledge, and Abilities:

  • Bachelorโ€™s degree in engineering, systems management, business administration, or related field.
  • At least seven (7) years of experience in IT program or project management.
  • Demonstratedexperience developing documents for risk and opportunity management.
  • Experience developing and applying technical processes and technical management processes.
  • Experience managing performance-based service agreements.
  • Experience developing and managing projects within assigned budgets.
  • Experience writing business cases.
  • Experience in strategic planning.

Preferred Qualifications:

  • Masterโ€™s degree in a related field.
  • PMP,PgMP, ITIL, or equivalent management certification.
  • Experience managing federal IT operations, cloud environments, cybersecurity programs, or enterprise service desks.
  • Experience leading large, geographically distributed teams and subcontractor ecosystems.
  • Demonstratedsuccess executing large-scale transitions and managing SLAs on similar-size federal IT programs.
