Job description

We are seeking an experienced and adaptableProgram Manager to support the day-to-day operations of our Orangevale residential treatment program. Reporting to the Residential Clinical Director,this leadership role is ideal for a professional who thrives in a fast-paced, evolving environment and excels at creating structure, supporting staff, and ensuring operational consistency.

The Residential Program Manager is responsible for overseeing the daily operations of the residential program, supervising Counselors and Behavioral Health Technicians, coordinating client care activities, and maintaining compliance with DHCS, Joint Commission, CARF, and organizational standards. The ideal candidate is highly organized, solutions-oriented, and capable of balancing multiple priorities while fostering a collaborative, client-centered environment.

Key Responsibilities
  • Support the Residential Clinical Director in the daily management and operation of the Orangevale residential treatment program.
  • Supervise, coach, and support Counselors, Behavioral Health Technicians, and other assigned staff, promoting accountability and professional growth.
  • Coordinate daily program operations, including staffing, therapeutic programming, client flow, and facility readiness.
  • Monitor compliance with DHCS, Joint Commission, CARF, ASAM, and organizational policies and procedures.
  • Review clinical and operational documentation for quality, accuracy, timeliness, and regulatory compliance.
  • Assist with client admissions, transitions, discharges, visitation requests, and other program-related operational needs.
  • Identify operational challenges and collaborate with leadership to develop and implement effective solutions and process improvements.
  • Respond effectively to changing priorities, client crises, and operational issues while maintaining a safe, therapeutic environment.
  • Partner closely with the Residential Clinical Director, Nursing, Admissions, Compliance, Operations, and Facilities teams to ensure coordinated, high-quality client care.
  • Participate in quality improvement initiatives, audits, leadership meetings, and regulatory survey preparation.
  • A leader who is flexible, solution-oriented, and comfortable operating in environments with shifting priorities.
  • Strong working knowledge of SUD treatment in a residential setting, including knowledge of DHCS and Joint Commission regulatory requirements.
  • Ability to build systems and processes from scratch, bringing order and structure to complex or developing programs.
  • Exceptional organizational and multitasking skills with the ability to manage multiple priorities simultaneously.
  • A confident decision-maker who remains calm and effective in high-pressure or unpredictable situations.
  • A collaborative leader who balances clinical integrity, staff support, and operational accountability.
Qualifications
  • Bachelor’s degree or higher in psychology, social work, counseling, public health, or a related field preferred.
  • Current state certification or licensure as an AOD counselor required (CADC, SUDCC, or higher preferred).
  • Minimum of 3–5 years of experience in a substance use disorder treatment setting.
  • At least 2 years of leadership or supervisory experience in residential or behavioral health care.
  • Demonstrated experience with regulatory compliance, audits, and accreditation standards.
  • Strong communication, leadership, and problem-solving skills.
  • Experience working in a fast-paced, 24/7 residential treatment environment preferred.
Compensation & Benefits
  • Salary range: $73,000- 85,000 per year, commensurate with experience and qualifications.
