Job description

We’re seeking a Clinical Consulting Manager with a licensed clinical background and experience in state hospital systems—with strong preference for individuals who have worked within the California Department of State Hospitals (DSH). This role blends clinical expertise with healthcare technology leadership to support effective EHR adoption, workflow optimization, and successful transformation within complex, high acuity treatment environments. In this role, you will partner with statewide psychiatric hospitals, forensic treatment programs, competency restoration units, and other secure inpatient environments to ensure that Netsmart solutions align with regulatory requirements, clinical best practices, and operational realities. You’ll work across the full client lifecycle, from pre sales and solution design to go live and ongoing optimization. Responsibilities
  • Serve as Netsmart’s clinical authority on state hospital operations, including inpatient psychiatry, forensic programming, competency restoration, and long‑term treatment models
  • Provide subject matter expertise on state‑specific regulations, accreditation standards, documentation protocols, and operational workflows in secure clinical settings
  • Maintain up-to-date knowledge of regulatory, accreditation, legal, and funding structures affecting state hospitals
  • Learn Netsmart solutions and serve as a translator between our clients' current and future‑state work practices, utilizing Netsmart solutions
  • Provide clinical guidance and support for the lifecycle of the client relationship, including the pre‑sales process, clinically informed implementation, go‑live, and maintenance, driving clinical success for Netsmart and our client partners
  • Provide workflow and regulatory guidance during solution development and implementation.
  • Translate state hospital requirements into structured EHR workflows, documentation templates, assessment tools, and clinical decision‑support elements.
  • Support successful EHR adoption through change‑management guidance and clinical leadership.
  • Track emerging regulations, treatment models, and national trends in state hospital and forensic mental health care.
Qualifications
  • Required Minimum bachelor’s degree in nursing, psychology, social work, counseling, behavioral health, or related clinical field with active clinical or professional licensure.
  • 5+ years of experience working in a state hospital, forensic mental health program, secure inpatient psychiatric facility, or related high‑acuity environment.
  • Strong familiarity with state hospital workflows, treatment models, interdisciplinary team processes, and clinical documentation standards.
  • Recent experience working with EHR systems, clinical informatics, or healthcare IT.
  • Knowledge of state and federal regulations governing state hospitals
  • Strong public speaking, training, and facilitation skills.
Preferred
  • Experience working within the California Department of State Hospitals (DSH).
  • Experience with Netsmart solutions or experience at another EHR vendor.
  • Experience implementing or optimizing EHR workflows in a state hospital or forensic settings.
  • Knowledge of statewide reporting needs, quality programs, and compliance frameworks.
Expectations

Position may at times require extended or irregular hours outside of traditional office hours to support clients and projects, and any required travel.
