General Description
JOB PURPOSE:
Under the Supervision of the Client Services Coordinators and the Motor Services Manager, this position is responsible for providing a wide range of services to the Putnam County Tax Collector citizens and tax payers on behalf of the Tax Collector, while maintaining knowledge and compliance with state laws, rules of local ordinances, and policies of the Tax Collector's office. Strong communication, computer proficiency, and customer service skills are essential.

• Process applications for vehicle and vessel titles, title transfers, tags, temporary tags, decals for transfer of ownership or renewals, registrations, and handle all matters related to or concerning registration and title work for vehicles and vessels in the state of Florida.
• Process applications and requests for Florida hunting and fishing licenses, Florida concealed weapons permits, Florida driver's licenses, and Florida identification cards.
• Conduct road testing for driver's license applicants.
• Update computer for the issuance of new registration and transfers to prepare for tag or decal issue.
• Process dealer work and renewals of registrations and record liens on vehicles, vessels, trailers, and mobile homes.
• Assist with all issues relating to retail sales, mail renewals, titles and registrations.
• File various tag and title information and maintain tag and decal inventories for proper issue and security.
• Collect tax related payments and assist customers with current/delinquent taxes and special assessments.
• Research, retrieve and respond to all tax related information requested by the customer and respond accordingly, by telephone, fax, mail, etc.
• Process mail and review transactions for all daily services.
• Prepare reports daily/weekly/monthly, as assigned.
• Update general ledger daily, balance cash drawer (end of day) and prepare deposits, as assigned. Responsible for accuracy of cash handling (drawer).
• Participate and attend various job related training sessions/classes, as assigned.
• Maintain a neat and organized workstation, stock lobby with public information brochures/publications, assist entire office in maintaining a neat and organized work environment.
• Ensure supervisor is kept fully informed of all pertinent matters or issues.
• Assist the Tax Collector's Office in any necessary duties to achieve office goals.
• Represent the Office of the Tax Collector with integrity and respect. Portray the core values of a professional and innovative team, in a courteous and ethical manner that is open and inviting to the public.
• Performs all other related duties, as assigned.
• Foster an open inviting environment for patrons, portraying ethical and professional behavior in appearance, attitude and demeanor.
• Assist the Tax Collector's Office in any necessary duties to achieve office goals, as well as various functions as backup within the department.

Minimum Qualifications

• High School graduate or possession of an acceptable equivalency diploma.
• Knowledge and comprehension of the English language.
• Minimum three (3) years of experience in front-line, in-person customer service field, preferably in a public service office.
• Must possess a valid Florida driver's license.
• Must have a reliable means of transportation to and from the work place.
• Must pass FLHSMV background checks.
• Writes clearly and informatively; edits work for spelling and grammar; presents numerical data effectively; able to read and interpret written information.
• Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
• Interpersonal communication skills with general public, co-workers and supervisory staff.
• Understanding of organization, functions, & services of the Tax Collector's office.
• Demonstrates ability of basic math skills and the ability to handle money and make correct change.
• Demonstrates ability of basic computer skills.
PREFERRED QUALIFICATIONS:
• Experience working in a Tax Collector's Office or another local government agency in a front line customer service capacity (3 years +).
• Qualified candidates fluent in Spanish considered a plus.

PHYSICAL REQUIREMENTS:
Depending on functional area of assignment, tasks involve the ability to exert light physical effort usually involving some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 50 pounds). May involve some climbing, balancing, stooping, kneeling, crouching, crawling, walking or standing. Tasks may involve extended periods of time at a keyboard or work station and extended periods of time standing and/or walking.
ENVIRONMENTAL REQUIREMENTS:
All duties are performed in a Tax Collector Office, except for work-related travel; and because the nature of the work involves serving the public, these duties cannot be provided via an employee remote-work environment. However, there are occasions when employees of the Tax Collector are required to provide services directly to the public via a mobile office environment.
May be required to work at any one of the Tax Collector Office locations, including mobile office set ups, as necessary.
The Tax Collector function is considered an essential public service and all employees may be required to report to work immediately prior to and following a severe weather event or other catastrophic event.
As a condition of employment, all individuals hired on or after December 31, 2013 shall refrain from any use of tobacco products during work hours or on Tax Collector operated properties, and shall be required to sign a Tobacco Products Use Affidavit.

ANNUAL (VACATION) LEAVE - All regular full-time employees assigned to a 37.50 work week will earn 90 hours to 150 hours, depending on classification and length of service.
