The Federal Business Development Manager is a strategic role responsible for navigating the complexities of the US Federal Market Sector procurement lifecycle, from initial budget forecasting through post-award implementation. This role centralizes the Company's Federal Market Sector Business Development (BD) Client Relationship Management (CRM) process to improve profitability and win rates across Regional Business Units and affiliate entity partner firms worldwide.

How You Will Make an Impact
  • Develops Federal project pursuit strategy with Area Operational leadership for assigned division supporting corporate strategy.  
  • Track Federal Market Sector contract funding from budget requests through appropriations, Project Planning Engineering, and Development (PED), and the acquisition stage in support of Regional Business
  • Development leaders and affiliate entity partner firms navigating the complexities of the US Federal procurement lifecycle to track opportunities in the CRM system.
  • Establish relationships with Federal Contract Acquisition Office staff, gather intelligence on procurement trends, and shape solicitations to align with the capabilities of the Company, and joint venture or affiliate entity partners.
  • Mentor Regional BU and affiliate entity BD leaders tasked with identifying and tracking Federal Market Sector opportunities in the CRM. Support BD staff in Federal client presentations and teaming efforts,
  • Pursuit Teams in BRC presentations and RFP responses, and Operations Project Deliver Teams during post-award kick-offs
  • Indefinite Delivery Contracts (IDCs): For IDCs and/or IDC Task Orders for projects located outside the US Regional BU Areas of Responsibility (AOR), provide timely CRM system updates and detailed opportunity reports to the Federal Group Preconstruction Director, assigned staff, and Company Leadership Group
  • Maintains connection with key owners and agencies in the relevant geographic area.   
  • Prepares and negotiates designer agreements, subcontractor agreements, and Joint Venture (JV) agreements using Company approved processes and documentation.  
  • Submits forecast reporting on prospective project work to District or Corporate Operational leadership to ensure work is aligned to business model and Company strategies.  
  • Oversees and supports the collection and creation of proposal documents during all phases of the pursuit process to ensure final product is market quality and includes all required aspects of the request.  
  • Attends and participates in project hand-off calls for all won projects between pursuit and construction teams to ensure accurate transfer of contract specifications and Owner expectations to project management team.  
Who You Are
  • Bachelor's Degree in a related field preferred. 
  • 10+ years' of Federal Construction or Government contracting  experience in business development or related field.
  • Federal agency experience required with DOD, NAVFAC, GSA, USACE.   
  • Deep understanding of the Federal Acquisition Regulation (FAR) and specific agency requirements.
  • Proficiency with federal procurement tools and market intelligence platforms like USASpending.gov or GovWin.
  • Proven ability to develop pursuit strategy for complex infrastructure or similar projects.  
  • Proven contract negotiation skills preferred. Able to identify inconsistencies or outliers in contract specifications that could increase Company risk or expense.  
  • Proven ability to identify measure and facilitate the needs of the Owner during the pre-bid, bid and project phases to support positive Company relationship through the life of the project.
