Job Description:

We are seeking an experienced Data Links Chief Architect to join our team and support the Information Dominance Group Chief Engineer as a Subject Matter Expert for Data Links and Communications on all division platforms.

 

Essential Functions:

  • Act as L3Harris' primary interface to the USAF customer for Data Links and Communications technical implementation and issues.
  • Support the Platform Chief Engineers for RC-135 Aircraft and Ground Systems in assessing and identifying engineering needs and technical issues with platform design and implementation.
  • Lead the External Communications Integrated Product Team to identify and resolve issues of program implementation.
  • Provide recommendations to the USAF customer on contract content, priorities, technical resolutions, and implementation strategies.
  • Lead technical support investigations for field-reported issues regarding Comms and Data Links.
  • Maintain the Data Link and Communication strategic roadmap for technology introduction into the RC-135 platforms.
  • Oversee the review of quarterly CCBD'd ICPs to Mil Stds 6016, 6018, 6020, 6022, 6090 for required changes to system implementation.
  • Assess system impacts for implementation and criticality and propose implementations to the USAF customer.
  • Oversee maintenance of aircraft-specific data files for data link operation based on flight line measurements and ensure deployment of updates for optimized system operation.
  • Provide technical leadership for development efforts of the TADIL Certification Facility (TCF), including determining test event scheduling, setting hardware and application priorities, and executing the Test Architecture Roadmap.
  • Act as the primary interface to ACC A589/A5JI and JITC for the 645th AESS and RC135 program for Link Certification planning. Develop POAMs and MOUs as necessary for test planning and lead preparation for and execution of test events.
  • Manage vendor technical requirements and deliveries of third-party products, including SAIC (JRE), Curtiss-Wright/TCG (BOSS), General Dynamics (TACDS), and Northrop Grumman (LMS).
  • Ability to travel approximately 15%, depending on business needs.
  • Secret Clearance, with ability to obtain a Top Secret with SCI.

 

Qualifications:

  • Active Secret Clearance required, Top Secret with SCI preferred.
  • Bachelor's Degree in physics, engineering or related fields and a minimum of 12 years of prior experience in Development Programs for Data Links interfaces for military Command and Control (C2) systems, including DT and OT events.
  • Graduate Degree and a minimum of 10 years of prior related experience. 
  • In lieu of a degree, minimum of 16 years of prior related experience.
  • Demonstrated experience as lead implementer in bringing a system through Link 16 Data Link Service Level Conformance and Joint Interoperability Certification Testing events, including adjudication of findings.
  • Demonstrated understanding of Link 16 C2 and EW Mission Functions.
  • Demonstrated ability to lead teams to contract technical definitization in excess of $10M and engage in technical negotiation with military customers for contract award.
  • Demonstrated experience in System and Subsystem design of C2 Systems, including participation in customer adjudication of requirements and managing scope within contract proposed limits.
  • Demonstrated experience in leading Systems, Software, Aeronautical, and RF engineering teams through all phases (requirements, development, and integration) of contract development and delivery.
  • Demonstrated experience in introducing new communications technologies into systems, including conducting risk assessment and mitigation, and developing executable plans for implementation.
  • Demonstrated experience in military aircraft integration and test of communications and data link systems, including component, ground, flight, and acceptance testing.

Preferred Additional Skills:

  • Experience with Integrated Broadcast System (IBS) implementation and architecture.
  • Experience with Cooperative Electronic Support Measures Operations (CESMO) architecture.
  • Experience with ARC-210 Radios and SATURN, IW, and MUOS waveforms.
  • Experience with Tactical Targeting Networking Technologies (TTNT) implementation and operation.
