Job description

The Capture Manager is the accountable pursuit leader for assigned federal opportunities. The role builds Sierra7’s position to win by validating customer needs, directing capture strategy, developing competitive and teaming approaches, coordinating solution and business-case inputs, and advancing pursuits through defined investment gates.


Requirements:

  • Demonstrated experience leading federal pursuits through qualification, capture planning, customer engagement, competitive assessment, teaming, formal gates, and proposal execution.
  • Working knowledge of federal acquisition practices, contract vehicles, task-order competitions, common contract types, small-business set-asides, and teaming structures.
  • Working knowledge of solution development, staffing and labor-mix decisions, technical LOE, price-to-win, and pursuit of business cases.
  • Ability to analyze incomplete information, distinguish facts from assumptions, identify critical gaps, and translate findings into prioritized actions and decisions.
  • Strong facilitation, executive communication, writing, presentation, negotiation, and stakeholder management skills.
  • Disciplined use of CRM, capture plans, schedules, dashboards, decision logs, risk registers, and action trackers

Education & Experience:

  • Bachelor’s degree in business, engineering, information technology, public administration, communications, or related fields. Equivalent directly relevant experience may be considered.
  • Seven or more years of progressive federal business development, capture, proposal, solutioning, or program-delivery experience, including substantial responsibility for federal captures.

Preferred Qualifications:

  • Experience with the Department of Veterans Affairs or other federal civilian or defense agencies.
  • Experience with IDIQ and task-order competitions, GSA schedule-based vehicles, joint ventures, mentor-protégé arrangements, and socioeconomic set-asides.
  • Experience supporting federal health IT, cybersecurity, cloud and infrastructure modernization, data and analytics, digital services, program management, or professional services pursuits.
  • APMP, Shipley, project management, capture management, or comparable industry training or certification.
