We are seeking a Senior Capture Manager to lead end-to-end capture execution for priority Virginia IC/DoD pursuits; from early opportunity identification and qualification through proposal submission and award. This role is accountable for building and executing the capture plan, driving gate readiness, orchestrating teaming, and partnering with technical solution leadership to deliver compliant, differentiated, executable proposals. The Capture Manager runs disciplined capture "mechanics" for multiple concurrent pursuits across IC/DoD accounts (e.g., NGA, NRO, Langley, Service intel elements). An active TS/SCI clearance required with the ability to obtain a polygraph is desired.
CORE RESPONSIBILITIES
  • Own the capture plan and integrated capture schedule for assigned pursuits; keep actions, artifacts, and decision points on track.
  • Lead capture milestone events and decision gates (e.g., qualify, bid/no-bid, strategy reviews, readiness reviews), including meeting preparation and follow-through.
  • Execute disciplined customer engagement: develop and drive a customer call plan, coordinate meetings/TEMs, and capture actionable insights (mission drivers, acquisition signals, hot buttons).
  • Develop win strategy: customer analysis, competitive assessment, gap analysis, discriminators, and win themes; keep them evidence-based and updated.
  • Lead teaming strategy: identify capability gaps, recruit partners, support NDA/TA development, and align roles, responsibilities, and solution integration assumptions.
  • Coordinate with business development, solution architects/technical leads to shape a solution that is both differentiated and implementable (no "paper architecture").
  • Coordinate with pricing/cost strategy resources to inform pricing approach inputs (including price-to-win/competitive positioning where applicable).
  • Support proposal development: ensure capture artifacts translate into proposal structure, compliance, and messaging; participate in color teams and executive reviews.
  • Maintain strong CRM/pipeline hygiene and accurate Pwin rationale, risks, and status reporting to leadership.
DELIVERABLES YOU'LL OWN OR STRONGLY INFLUENCE
  • Capture plan (strategy, win themes, competitive landscape, gaps/mitigations, schedule).
  • Customer call plan and engagement notes (contacts, meetings, takeaways, follow-ups).
  • Competitive assessment / incumbent analysis / "black hat" inputs.
  • Teaming plan and partner selection rationale; draft NDA/TA outlines as needed.
  • Solution positioning snapshot (how we win) aligned to evaluation criteria.
  • Gate review packages and executive briefings (status, risks, asks/decisions).
  • Contribution packages for proposal kickoff, outline, and compliance matrix support.
REQUIRED QUALIFICATIONS
  • 8+ years of DoD/IC growth, years of capture leadership experience in DoD/IC contracting environments, including large pursuits (> $30M).
  • Formal capture training (e.g., Shipley or equivalent capture management methodology) and demonstrated application on competitive pursuits.
  • Demonstrated track record of leading and winning competitive captures.
  • Experience leading cross-functional teams (BD, technical leads/solution architects, pricing, contracts, proposal).
  • Working knowledge of IC/DoD customer missions, competitive dynamics, acquisition and contract vehicles (IDIQs, task orders, competitive procurements, CSO/OTA, RFIs/RFPs).
  • Ability to manage multiple priorities and aggressive timelines; strong attention to detail and follow-through.
  • Ability to lead large, matrixed capture teams and drive results without direct authority.
  • Strong executive communication: briefs, gate reviews, negotiation support, and stakeholder alignment.
  • Active TS/SCI clearance (polygraph current or readily attainable, as required by the program).
PREFERRED QUALIFICATIONS
  • Direct IC account familiarity and networks (e.g., NGA, NRO, CIA, ODNI, INSCOM).
  • Technical fluency in enterprise IT modernization, cloud/DevSecOps, cybersecurity/Zero Trust, and data/analytics/AI environments.
