What Is a Capture Manager?

A capture manager works in sales development on behalf of a company or business. Their job is to convince any sales leads to sign contracts with the company. Duties include making a proposal for the customer to consider and overseeing the sales team as they complete negotiations. A capture manager may also be responsible for hiring and training new team members. Qualifications often include a bachelor’s degree in business administration or a related field.

What are the key skills and qualifications needed to thrive as a Capture Manager, and why are they important?

To thrive as a Capture Manager, you need expertise in business development, competitive analysis, and proposal management, often supported by a bachelor’s degree in business or a related field. Familiarity with CRM systems, proposal management software, and government contracting platforms (like SAM.gov) is typically required. Strong leadership, strategic thinking, and persuasive communication skills help you build relationships and lead cross-functional teams effectively. These skills are vital for identifying opportunities, developing winning strategies, and securing successful bids in a highly competitive environment.

What are some common challenges Capture Managers face when leading proposal efforts, and how can they address them?

Capture Managers often encounter challenges such as aligning cross-functional teams, meeting tight proposal deadlines, and gathering critical information from stakeholders. To address these, successful Capture Managers establish clear communication channels, set realistic timelines, and proactively engage subject matter experts early in the process. Building strong relationships with both internal and external partners also helps ensure access to key resources and mitigates potential bottlenecks during proposal development.

What are Capture Managers?

They coordinate and develop strategies to secure new contracts, working closely with business development, proposal, and technical teams. Their role includes analyzing competitors, understanding customer requirements, and ensuring the organization’s solutions are positioned competitively. Successful Capture Managers are skilled in project management, communication, and strategic planning.

Job description

Senior Market Development Specialist (Sales/Capture Team)

Company:

The Boeing Company

Boeing Global Services, Government Services (BGSG) is seeking a Senior Market Development Specialist dedicated to Support Equipment (SE). This role can be located in Arlington, VA., Washington, DC. or Wichita, KS. You will support ground/test/maintenance equipment, automatic test equipment (ATE), mobile support systems, calibration & spares/repair networks, and other SE product development and sustainment activities - for U.S. and allied defense customers. This role is a dedicated SE business development position embedded in the SE organization to develop deep technical and operational expertise, drive SE product development positioning, and actively engage with military customers and industry partners to grow both sustainment and future-product markets.

Why this role matters:

You will be the trusted, dedicated expert shaping Boeing's positioning and growth strategy for Support Equipment. You will translate customer understanding into differentiated product and sustainment strategies, influence capture and proposal priorities, and lead market-facing activities for both SE sustainment deliverables and SE product-development investments (NextGen ATE, common armament testers, integrated/semi-integrated SE solutions).

Key Responsibilities:

  • Serve as the dedicated SE business development lead embedded in the SE organization - focused solely on SE markets (sustainment and product development)
  • Develop and execute go-to-market strategies for SE sustainment and SE product development for U.S. and allied defense customers: automatic test equipment (ATE), maintenance/test systems, mobile/sheltered support units, calibration/test ranges, and spares/repair network offerings
  • Actively travel and engage with customers, program offices, training & sustainment commands, prime integrators, MROs, and industry partners to build relationships, capture leads, and advance SE investment cases
  • Identify and prioritize investment opportunities for SE product development (NextGen ATE, common armament testers, IPdesigned SE), and feed those opportunities into capture, capture funding, and internal investment decision processes
  • Conduct deep customer and market analysis: mission requirements, maintenance/test gaps, sustainment levers (outcome-based, availability, MTBF), acquisition pathways (FMS, IDIQs, OTA, other authorized pathways), and budget/cycle timing for SE procurements
  • Translate operational tasks and maintenance/test outcomes into SE product requirements, value propositions, MoEs/MoPs, and business cases (initial acquisition and sustainment)
  • Provide market and customer input to capture teams: shape SE Statements of Work (SOWs), test requirements, and evaluation criteria; ensure proposals align to customer doctrine and certification processes
  • Support capture, proposal, and technical-commercial content: SE solution briefs, demonstrations, failure modes & effects rationale, cost-per-test/availability models, and hands-on product demonstrations
  • Collaborate with engineering, manufacturing, logistics, modeling & simulation, and program management to define scalable, interoperable SE solutions and product roadmaps
  • Monitor competitive SE offerings and advise internal product roadmap and capture decisions to ensure competitive positioning
  • Up to 50% of domestic and limited international travel required (conferences, customer/PEO visits, industry partner engagements, trade events). The role is expected to be highly field facing

Basic Qualifications:

  • Bachelor's degree in Engineering, Systems Engineering, Electrical/Mechanical Engineering, Business, or related field
  • 10+ years of experience focused on support equipment, maintenance/test systems, ATE, or SE sustainment/product development supporting defense customers
  • Demonstrated subject-matter expertise in ATE, test/maintenance support, calibration, or integrated SE solutions; experience converting operational needs into technical requirements and value propositions
  • 10 + years proven familiarity with U.S. Department of Defense acquisition and sustainment processes, PEOs, program offices, and Foreign Military Sales (FMS) frameworks
  • Demonstrated ability to create compelling SE business cases and influence procurement and product decisions with government and internal stakeholders

Preferred Qualifications:

  • Direct experience influencing procurement outcomes for SE/ATE solutions and representing SE product positions to government customers
  • Experience developing SE product roadmaps, investment cases, or transitioning technology from development to fielded sustainment solutions
  • Established relationships with service SE leads, PEOs, sustainment commands, prime integrators, and SE industry partners
  • Prior embedded or on-site BD experience where the BD was co-located with engineering or SE program teams to speed translation of customer needs into product decisions
