The Job Developer (Business Service Specialist) supports GAIN participants in achieving self-sufficiency through employment placement, workforce development, and employer engagement. This position develops and maintains relationships with employers, community partners, staffing agencies, and workforce organizations to create employment opportunities for participants enrolled in the GAIN Program.
The Job Developer works closely with participants, GAIN Service Workers, Operations staff, and external partners to support employment readiness, coordinate job placement activities, facilitate workshops and recruitments, and assist participants in overcoming barriers to employment. This position requires frequent travel throughout Los Angeles County to conduct employer outreach, attend meetings, participate in community events, and support program operations.

- Strong organizational and time management skills with the ability to manage multiple priorities in a fast-paced, deadline-driven environment.
- Excellent interpersonal, networking, and relationship-building skills.
- Effective verbal and written communication skills, including professional business correspondence and presentations.
- Ability to work independently and collaboratively within a team environment.
- Strong customer service skills with the ability to work effectively with culturally, linguistically, and socioeconomically diverse populations.
- Experience working with underserved and underrepresented communities preferred.
- Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and related databases.
- Ability to manage multiple projects and assignments simultaneously while maintaining accuracy and attention to detail.
- Bilingual English/Spanish skills highly desirable.
- Reliable transportation required and a must.
- Ability to travel throughout Los Angeles County as required for program operations, employer outreach, meetings, and trainings.
- Must successfully pass criminal background screenings prior to hire and during employment, as applicable.
Employer Relations & Job Development:
- Develop and maintain relationships with public and private employers, staffing agencies, WorkSource Centers, and community organizations to expand employment opportunities for participants.
- Conduct employer outreach activities through in-person visits, networking, cold calls, email communication, and community engagement efforts.
- Meet or exceed outreach and placement goals established by project and management requirements.
- Educate employers regarding available workforce programs, hiring incentives, and tax credit opportunities related to participant employment.
- Coordinate and participate in job fairs, recruitment events, hiring events, and community outreach activities.
- Maintain and distribute current job leads, employment resources, and workforce information for participants and staff.
- Attend DPSS meetings, GRET meetings, trainings, workshops, conference calls, and other required meetings as scheduled.
- Recommend innovative strategies and workforce development initiatives to improve participant employment outcomes.
- Collaborate with GAIN Service Workers and case management staff to identify job-ready participants.
- Meet individually with participants to assist with job search activities, career preparation, and employment readiness.
- Assist participants with resume development, interview preparation, employment applications, and online job search tools.
- Support participant enrollment into WorkSource, CalJOBS, and other employment-related programs and resources.
- Plan and facilitate employment preparation workshops and employment-related presentations.
- Assist participants in addressing barriers to employment through referrals, resources, and supportive guidance.
- Conduct monthly expungement workshops to assist participants with criminal background barriers impacting employment opportunities.
- Serve as a liaison and primary point of contact for Transitional Subsidized Employment (TSE) referrals and coordination activities.
- Coordinate TSE referrals with WorkSource Centers and partner agencies to meet established placement targets.
- Conduct participant pre-screening for TSE opportunities and Customer Service Assistant (CSA) positions.
- Coordinate intake appointments and communicate referral status updates with participants, WorkSource agencies, GAIN staff, and management.
- Complete and maintain required TSE documentation, referrals, tracking logs, and participant records.
- Enter and maintain accurate participant information and activity updates within LRS, CalSAWS, and other required systems.
- Follow up with partner agencies and participants regarding placement progress, participation, and program compliance.
- Maintain accurate, timely, and complete participant documentation, records, reports, and activity logs.
- Ensure all participant interactions, job development activities, and case notes are properly documented in required systems.
- Respond timely and accurately to Gain Program Division (GPD) inquiries and management requests.
- Participate in internal and external audits and ensure compliance with County regulations, program requirements, and contractual obligations.
- Perform other related duties as assigned by management.
EDUCATION/EXPERIENCE:
Bachelor's degree in a related field from an accredited college or university and at least one (1) year of experience in job development, workforce development, employment services, career counseling, case management, or a related field required.
OR
Associate degree from an accredited college or university and at least two (2) years of relevant experience in case management, employment services, workforce development, or career counseling.
OR
In lieu of a degree, a minimum of four (4) years of job development, workforce development, employment placement, career counseling, or related experience required. Employees qualifying under this provision must enroll in an accredited associate or bachelor's degree program within one (1) year of hire or promotion and maintain the required academic enrollment standards. Annual proof of enrollment is required for continued employment.

This role involves regular sitting, standing, walking, and use of hands for operating office equipment, including computers and phones. The employee must be able to communicate effectively with participants, employers, staff, and community partners. Occasional bending, kneeling, stooping, and reaching may be required.
Frequent computer use and extended screen time are expected. Vision requirements include close vision and the ability to adjust focus.
Occasional lifting and carrying of items up to 30 pounds may be required.
This position requires regular travel throughout Los Angeles County for employer outreach, meetings, trainings, job fairs, and other program-related activities.
