Leidos' Defense Systems Hypersonics Systems Division is seeking a Program Business Operations Lead and CAM Branch Manager to join our team. In support of the Portfolio Program Manager, the individual will perform program business operations functions for the team involved with design and development of advanced technology military missile systems and subsystems. The position will have responsibility for planning, tracking, and execution of complex tasking within technical, schedule, and budget constraints. Additionally, this position will lead a team of Control Account Managers, providing daily direction, perform performance appraisals and ensure proper training and career development for the team. The program involves diverse technology areas including electronics, guidance, navigation and control, power generation, structures, payload integration, and system integration. The position will also have periodic interactions with our external customer and senior company leadership.

Primary Responsibilities

  • Personnel:

    • Provide support to Portfolio Program Manager (PM) / Control Account Managers (CAMs) in establishing labor/staffing plans

    • Provide support in identifying changes between current vs projected staffing levels

    • Performance appraisals, career planning and training for CAM team

  • Communications:

    • Provide support to ensure compliance to the Program Communication Plan

    • Provide support to ensure clear, concise communications both internally and with customers and subcontractors

  • Technical, Cost, Schedule, and Contract baselines:

    • Provide support to Cost/Finance / Earned Value Management (EVM) in establishing and managing Cost, Schedule and Technical (Scope) baselines and performance

    • Provide support to Contracts in adhering to contractual requirements and deliverables

    • Provide support to Portfolio Program Manager (PM) and Finance Manager in Annual Operating Plan and Long Range Plan development

    • Provide support to Portfolio Program Manager (PM) and Finance Manager in establishing and maintaining the annual business forecast

  • Risk Management:

    • Provide support and participate on the Risk Board as needed

  • Efficiency and effectiveness:

    • Provide support to PMs in decision making for the program

    • Provide support to PMs in establishing the program infrastructure (i.e., Work Processes, Procedures, Tools)

    • Ensure all products and services are delivered per contract

    • Ensure application of approved Work Processes and Roles, Responsibilities & Authorities (RRA)

  • Program Execution and Delivery support:

    • Provide support to program execution in compliance with company policies and procedures

  • Program Reporting:

    • Assimilate content and prepare draft for PM review/approval. Includes:

      • Division: Weekly Status, Monthly Business Reviews

      • Program: Program Management Reviews (internal and external)

      • Other as required

  • CAM Manager:

    • Provide support to EVM and CAMs in establishing/maintaining CAM battle rhythm/activities

    • Provide support and direction to CAMs regarding responsibilities and requirements

    • Establish/maintain regular office hours for consults/discussion

  • Contract Data Requirement List (CDRL):

    • Provide support to Compliance and Contracts to ensure prompt delivery of required CDRLs per contract requirements

  • Proposals:

    • Provide proposal support to Program Management Office

Basic Qualifications

  • BA degree in Finance or Business/Program Management or equivalent and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience.

  • Proficient using Microsoft Excel, Word, Project, Power BI, and PowerPoint

  • Experience supporting a multi-year development/production program valuing more than $100M.

  • Cost estimating and Budget management

  • Organizational/IPT development

  • Leading a diverse team

  • Disciplined metric-driven business management

  • Effective communication of information between various functional disciplines as well as strong briefing skill with Sr. Gov't customers (SES, General Staff) and C level leadership.

  • Strong understanding of hardware development, manufacturing, procurement, production, and integration

  • Experience successfully leading in an IPT organizational structure focused on engineering design, manufacturing and/or supply chain activities

Preferred Qualifications

  • Flight Programs (Missile, Space Launch or Rocket launch systems)

  • Project management qualification (PMP) or equivalent is desirable

  • Experience in strategic and tactical planning is desirable

  • Proven leadership skills

  • Proven history of working in a team environment, fostering communication, listening to teammate concerns and reconciling internal issues or differences

  • Proven ability to solicit and process complex information and data to solve complex problems and make sound decisions

  • Strong interpersonal skills with measured and articulate communication skills

  • Analytical and strong organizational skills, with excellent verbal and written ability
