  • The Business Analyst/Programmer (BAP) acts as an intermediary between the Florida Department of Commerce and the Florida PALM Project Team. 

  • The BAP evaluates existing business processes, identifies opportunities for automation and efficiency improvements, develops technical solutions, redesigns business processes, documents requirements, and supports the agency's transition to the Florida PALM environment. 

  • Department of Commerce is looking for a senior Business Analyst/Process Improvement Consultant who can bridge the gap between business users and technology teams, help modernize legacy MS Access and SQL Server processes, redesign workflows, document requirements, develop reporting solutions, and support the agency's successful transition to Florida PALM. 

 
  • The strongest resumes will demonstrate experience in ERP implementations, business process reengineering, data analytics, SQL Server, Tableau, SharePoint, and government financial system modernization projects.

Essential Duties and Responsibilities

 
  • Analyze existing business processes, workflows, and operational procedures to identify efficiencies and improvement opportunities.

  • Serve as a liaison between agency business units and the Florida PALM Project Team.

  • Gather, document, and validate business and functional requirements.

  • Translate business requirements into detailed functional specifications.

  • Assist in redesigning and documenting business processes impacted by Florida PALM implementation.

  • Identify and recommend automation opportunities to reduce manual processes.

  • Support migration and modernization efforts involving Microsoft Access and SQL Server-based applications and reports.

  • Develop and maintain reporting and analytics solutions utilizing SQL Server Analysis Services (SSAS), Alteryx, SharePoint, and Tableau.

  • Facilitate communication among stakeholders throughout project implementation.

  • Participate in readiness planning, change management, and transition activities.

  • Monitor project impacts on business operations and recommend mitigation strategies.

  • Prepare status reports, process documentation, requirements documents, and other project deliverables.

  • Participate in project meetings, readiness workshops, and stakeholder sessions.

  • Provide ongoing support for Florida PALM readiness and implementation activities.

Business Process Redesign

The BAP will:

  • Redesign business processes impacted by Florida PALM. 

  • Document current-state and future-state processes. 

  • Ensure business processes align with new technology. 

  • Support organizational changes resulting from system implementation. 

Requirements Management

The BAP will:

  • Gather and analyze business requirements. 

  • Translate business requirements into functional specifications. 

  • Maintain requirements documentation. 

  • Manage changes to functional specifications. 

  • Ensure solutions meet business objectives. 

Technical Solution Development

The BAP will:

  • Evaluate technology solutions. 

  • Recommend process automation opportunities. 

  • Identify innovative approaches for improving agency operations. 

  • Utilize knowledge of technology trends to enhance business capabilities. 

Data Conversion and Reporting Modernization

A major responsibility of this role includes modernizing existing systems and reports.
