Job description
As a Building Management Specialist (Building Manager), you will serve as a customer agency advocate and first GSA point of contact with client agency personnel in designated GSA owned or leased buildings.
Location of position: General Services Administration (GSA)-Public Building Services (PBS)-Office of Facilities Management (PM).
We are currently filling ninety-one vacancies, but additional vacancies may be filled as needed.
Qualifications:To evaluate your qualifications, your resume must clearly demonstrate how you meet the specialized experience described below. Your resume must not exceed two pages. To ensure your qualifications can be fully evaluated, we recommend including the following information:Â

- Job Title (if Federal Service, provide series and grade; if not in GS plan, provide GS equivalent grade);
- Relevant work experience—should include employer name, job title, start and end dates (month/year), the number of hours worked per week and descriptions that explain how you meet the required qualifications in the job announcement.
- Education, certifications or licensures—If the job announcement requires any education, certifications or licensures, make sure to include the required information and any required documents like transcripts.
Your resume should contain enough information to make a valid determination that you fully meet experience requirements for each grade level you are applying to. If you do not provide enough information for us to determine your qualifications, you may be rated ineligible.
If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume.
The GS-11 salary range starts at $74,678 per year.  Â
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.Â
To qualify for the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-9 level or higher in the Federal service.Â
Specialized experience is experience assisting in the management of a multi-level commercial office building (or equivalent non-housing high rise building) consisting of building mechanical system (i.e., HVAC, alarm systems, elevators, etc.). This experience typically includes:
- monitoring occupant space utilization, energy and water conservation, sustainability and environmental hazards programs;
- coordinating repair and/or alteration- projects;
- maintaining customer satisfaction programs that include feedback mechanisms used to evaluate the effectiveness of services provided;
- monitoring real property budgetary and financial data; and,
- administration of repair and/or operation and maintenance contracts.
 OR
Substitution of Education for Specialized Experience: Applicant must have three years of progressively higher level graduate education leading to a Ph.D. degree, OR a Ph.D., or equivalent doctoral/LL.M. degree that is directly related to the position.  OR
Combination of Education and Specialized Experience: Applicants must have a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
For GS-11 consideration and substitution of education, applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment. Â
The GS-12 salary range starts at $89,508 per year.  Â
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.Â
To qualify for the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.
Specialized experience is experience assisting in the management of a multi-level commercial office building (or equivalent non-housing high rise building) consisting of complex building mechanical system (i.e., building automated systems, centralized HVAC, alarm systems, elevators, etc.). This experience typically includes:
- monitoring occupant space utilization, energy and water conservation, sustainability and environmental hazards programs;
- directing and coordinating minor alteration and renovation projects;
- maintaining customer satisfaction programs including feedback mechanisms used to evaluate the effectiveness of services provided;
- managing or monitoring real property budgetary and financial data; and,
- contract administration and oversight (i.e., janitorial, mechanical, elevator contracts).
