Job Summary
The Behavioral Health Supervisor provides administrative, clinical, operational, and program leadership for designated Behavioral Health programs and serves as a key leadership partner within Ozaukee County Human Services. The position provides direct supervision to Behavioral Health Liaisons (BHL), CCS Service Facilitators, CSP Case Managers, and Intoxicated Driver Program (IDP) staff, including licensed and unlicensed professionals. The position oversees the 24/7 operations of the certified emergency mental health services program (DHS 34) and the daily operations of certified programs under DHS 36 (CCS) and DHS 63 (CSP). The supervisor maintains knowledge of DHS 75 (IBH) and provides back-up clinical supervision for the Behavioral Health Manager.
In addition to program-specific responsibilities, the Behavioral Health Supervisor provides leadership beyond the immediate Behavioral Health work unit by contributing to Human Services department-wide planning, problem-solving, program development, quality improvement, and coordinated service delivery. The position works collaboratively with other Human Services divisions and County leadership to identify opportunities to improve services, address system barriers, and develop effective responses to emerging community needs.
The Behavioral Health Supervisor develops and maintains effective working relationships with community partners, health care systems, law enforcement, courts, schools, providers, public agencies, and other stakeholders. The position represents Ozaukee County Human Services in regional, statewide, and community settings as assigned and contributes to the development of a coordinated behavioral health and human services continuum of care.
The position assists the Behavioral Health Manager and Human Services leadership with program monitoring, strategic planning, staff development, quality improvement, and program development. The Behavioral Health Supervisor is expected to exercise sound professional judgment, demonstrate leadership beyond the immediate work unit, promote collaboration and accountability, and contribute to a positive organizational culture and effective community partnerships.
The position requires strong critical thinking, independent judgment, and the ability to analyze complex clinical, operational, legal, organizational, and community issues, weigh competing priorities and risks, and develop sound, timely, and collaborative solutions.
Essential Functions and Responsibilities
The following duties are primarily performed and are essential for this position.  Employees are expected to be able to perform each of these job duties satisfactorily and successfully with or without reasonable accommodations to be qualified for the position.  Other duties may be required and assigned.
75% Program Administration, Supervision, and Department Leadership
  • Supervises Behavioral Health Liaisons, CCS Service Facilitators, CSP Case Managers, and IDP staff. Conducts individual supervision as needed and coordinates group supervision and training opportunities.
  • The position requires strong critical thinking, independent judgment, and the ability to analyze complex clinical, operational, legal, organizational, and community issues, weigh competing priorities and risks, and develop sound, timely, and collaborative solutions.
  • Evaluates situations from both a program-specific and department-wide perspective, considering the impact of decisions on clients, staff, other Human Services divisions, community partners, resources, compliance, and organizational priorities.
  • Applies critical thinking and sound professional judgment to analyze complex clinical, operational, personnel, legal, and organizational issues; evaluates available information and potential risks; considers multiple perspectives and alternatives; and makes or recommends appropriate, timely decisions.
  • Assists the Behavioral Health Manager with interviews to fill vacant positions, staff development, performance management, necessary discipline procedures, and annual appraisals.
  • Provides leadership and consultation regarding complex clinical, operational, personnel, and service-delivery issues and serves as a resource to staff and other Human Services divisions.
  • Maintains compliance with standards, laws, certification requirements, Medicaid requirements, and Ozaukee County DHS policies and procedures, including DHS 34, 36, 63, 75, 92, and 94 and Wisconsin State Statutes Chapters 51, 54, and 55.
  • Assists the Behavioral Health Manager in developing, implementing, and evaluating best-practice standards, policies, procedures, workflows, and service models.
  • Engages in regular quality assurance measures and monitors productivity, service access, outcomes, and program performance. Co-signs crisis activities to ensure adherence to Medicaid and statutory standards.
  • Participates in Human Services management and leadership meetings and contributes to department-wide planning, policy development, problem-solving, and organizational initiatives.
  • Collaborates across Human Services divisions to strengthen communication, referrals, coordinated service delivery, and responses to individuals and families with complex needs.
  • Identifies barriers to effective service delivery and works collaboratively with staff, leadership, and community partners to develop practical solutions.
  • Collaborates with Corporation Counsel to ensure timely adherence to all legal proceedings associated with Chapter 51 and Chapter 55, including, but not limited to, emergency detentions, incapacitation holds, three-party petitions, settlement agreements, commitments, and Watts reviews.
  • Collaborates with law enforcement agencies and contracted hospitals to establish, maintain, and revise, as necessary, protocols to ensure adherence to statutory requirements and best practices for crisis services.
  • Utilizes effective problem-solving skills in maintaining constructive working relationships with other Human Services divisions, County departments, human service agencies, providers of service, referral sources, clients, and the public.
  • Provides and participates in in-service training to maintain standards, certification, and personal licensure and supports professional development of staff.
  • Represents Ozaukee County Human Services at statewide, regional, and community meetings and workgroups as assigned. Provides relevant information to staff and assists with implementation of initiatives.
  • Coordinates and facilitates with DHS/State of Wisconsin reviewers for annual visits, certification activities, and desk reviews.
  • Identifies opportunities for program improvement, innovation, and system development using data, community needs, staff input, and emerging behavioral health trends.
  • Assists with the development and implementation of new programs, services, partnerships, funding opportunities, and other Human Services initiatives as assigned.
  • Promotes a professional, respectful, accountable, and collaborative work environment and supports staff engagement, development, and retention.

25% Direct Clinical Services and Consultation
  • Provides necessary coverage of crisis operations when client needs exceed available staffing during business hours.
  • Participates in an after-hours rotation.
  • Facilitates clinical staffings and provides consultation regarding complex behavioral health and crisis situations.
  • Provides clinical consultation and support to Human Services staff and interdisciplinary teams when appropriate and within the scope of licensure and expertise.
  • Triages new referrals and coordinates case assignment, wait lists, and other service-access needs.
  • Co-signs crisis activities and documentation as required to ensure adherence to Medicaid, statutory, and certification standards.
  • Develops and sustains partnerships that strengthen the behavioral health and human services continuum of care in Ozaukee County.
  • Identifies gaps in services and works collaboratively with internal and external partners to develop, improve, or expand resources and service pathways.
  • Serves as a professional representative of Ozaukee County Human Services and promotes effective communication and collaboration with community stakeholders.
  • Participates in community planning and systems-development initiatives that support improved access, coordination, and outcomes for individuals and families.
  • Maintains awareness of emerging legislation, regulations, funding opportunities, service models, and best practices affecting Behavioral Health and Human Services operations.
  • Builds relationships with community organizations and service providers to strengthen referral networks and collaborative responses to community needs.

Supervision Exercised
Direct supervision of Behavioral Health Liaisons, CCS Service Facilitators, CSP Case Managers, and IDP Assessors. Provides leadership, consultation, and direction to other Human Services staff and interdisciplinary teams as appropriate to assigned responsibilities.
Minimum Education Qualifications
Education and/or Experience Requirements:
  • Master’s Degree in a behavioral health related field.
  • Minimum 5 years of direct clinical experience in a related behavioral health field.
  • Professional role which demonstrates progressive leadership
  • Demonstrated experience working collaboratively across disciplines, organizations, or systems.
  • Supervisory experience preferred

Licenses, Certifications, and Other Requirements:
  • Licensure in the State of Wisconsin to allow for the clinical supervision and Medicaid billing of crisis services – Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or Licensed Marriage and Family Therapist (LMFT).
