Job description

Summary The purpose of this position is to implement, lead and advise on the data collection, analysis, and reporting efforts of the Housing and Community Development (HCD) Department. This position will support HCD leadership by providing high-quality data analysis to support data informed decisions and to communicate data on affordable housing needs, successes, and key initiatives to the community and key stakeholders. This position may require occasional work outside of standard business hours to include nights and weekends.

Our vision is a vibrant and inclusive community where all residents have access to affordable housing and opportunities to thrive. Our affordable housing work includes funding, designing and implementing affordable housing programs and policy, and initiating the development and preservation of affordable housing.

THIS POSITION IS SUBJECT TO CLOSE AT ANYTIME Essential Functions Develop and refine reports, dashboards and visualizations of affordable housing data Gather and analyze housing data to identify trends, needs, and progress toward affordable housing goals Monitor and report on policy outcomes, program performance, and emerging trends to support continuous improvement Support grant administration and compliance through overseeing data collection including financial and budget data for federal and non-federal grants Support performance monitoring of Town-funded partners and initiatives Monitor data quality and promote consistent data collection across housing systems, programs, and partners Work collaboratively with staff from HCD and other departments, and consultants as relevant, to connect available data resources and build data systems and/or reporting dashboards. Minimum Qualifications Knowledge of: Knowledge of data science and analytics Knowledge of housing concepts and performance measures Skills in data integration, system design, analytics and dashboard/report development using Power BI, Excel, GIS or similar tools. Ability to analyze data, identify housing trends, use data to support program and policy decisions Ability to collaborate with program staff, subject matter experts, partners and vendors Modern office procedures Ability to: Analyze data, identify housing trends, and use data to support decisions Effectively manage multiple projects with deadlines Plan, organize and present information in a clear and logical format.

Use web-based software systems Use Microsoft Office Outlook, Excel, Word, PowerPoint, or similar tools Solve problems and make sound decisions Establish and maintain effective working relationships with employees and partners Communicate effectively orally and in writing Model behavior that is consistent with our values of RESPECT. Education: Bachelor's Degree in public policy, public administration, social sciences or a related field. Experience: 1 to 3 years of experience in public policy, public administration, data analysis, policy analysis, or grant management, or a related field.
