This position is with the SC Department of Behavioral Health and Developmental Disabilities (DBHDD) - Office of Mental Health, Beckman Center for Mental Health Services, Administration, 1547 Parkway, Greenwood, SC 29646.
As the senior accountant / fiscal analyst, under general supervision, you will perform and/or coordinate complex professional duties in the creation and maintenance of accounting records, the verification and documentation of financial transactions, or the preparation and management of the budget for Beckman Center for Mental Health Services.
Responsibilities for the senior accountant / fiscal analyst:- Maintain and manage the Center's budget forecasting of revenues and expenditures utilizing SCEIS, CIS and other reports. Prepare and submit budget and forecasting reports to OMH Budget Office, the Center Executive Director and Director of Administration.
- Assist the Director of Administration in the preparation, analyzing and monitoring of the Center budget. Prepares reports on cost allocation, revenue and expenditure comparisons and cash flow projections by location.
- Supervise the preparation, imaging and submission of invoice/travel vouchers in accordance with Beckman Center/OMH policies to meet the financial obligations of Beckman Center.
- Conduct annual Center self-audits of accounting and administrative practices and functions. Provide a detailed written report of findings to the Center Executive Director and Director of Administration. Provide consultation to Clinic Directors on findings.
- Purchase supplies and services in accordance with State Procurement Codes, OMH and Beckman policies and procedures.
- Maintain and monitor the Center's contracts and leases for compliance with OMH and Center policies and procedures.
- Supervise the Center's-WORKS program for credit card purchases to reconcile with OMH files. Ensure all purchases are made within guidelines established by OMH.
- Supervise the Center Timekeeping function to ensure all timekeeping records, including but no; limited to FMLA requests, work hour schedules and crisis pay are processed timely and maintained in accordance with OMH and Beckman Center Policies and Procedures
- Adhere to policies and procedures according to Compliance Standards, Fire and Safety, CARF and demonstrates Cultural Competency.
Minimum and Additional Requirements- A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.
Additional Requirements:- Three (3) years progressively responsible accounting, procurement, and administrative experience.
- A minimum of one (1) year experience supervising accounting and/or administrative staff.
- Possess a current / valid SCDL.
Preferred Qualifications- Bilingual abilities in English and Spanish (or another language) are a plus.
Additional CommentsPost hire, employees must:- Possess extensive knowledge of governmental fiscal procedures, practices and policies; budge management; certification in procurement and timekeeping.
- Have the ability to coordinate management and administrative functions in absence of supervisor.
- Understand that this position may be deemed essential, with the potential requirement of working during center closures for crises/disasters/emergencies.
