Job Description
BCS Allegient has a 35-year history of helping government, research, and private sector clients implement their programs and missions to achieve success. We offer a breadth of professional support services in the areas of business management, communications, systems engineering, analysis, mission execution, and organization performance. BCS Allegient is hiring an Execution Management Specialist join our team at the Office of Naval Research in Arlington, VA.
*This position is contingent upon award.
Onsite Requirements - 4 days onsite, 1 day remote.
  • Monitor and support financial execution of ONR and MCWL program resources, including obligation authority, commitments, obligations, and expenditures; identify issues for government management.
  • Maintain detailed budgetary documents and spreadsheets tracking program-specific financial data at a level of detail beyond the ONR Comptroller, including budgets, allocations, execution, and phasing plans.
  • Prepare draft inputs for Congressional Budget Exhibits, Program Objective Memorandums (POM), and financial planning documents for government approval.
  • Use ONR financial systems (e.g., Navy ERP/SAP) to provide information to government management; ensure synchronization with other ONR decision support systems.
  • Identify funding shortfalls and surpluses and recommend corrective strategies; coordinate with ONR Department Business Finance Managers and ONR Comptroller on funding issues.
  • Conduct financial analyses to answer specific program questions and support broader ONR portfolio analyses and reporting requirements.

Job Requirements
  • Bachelor's degree from an accredited college or university (required)
  • Minimum 10 years of work experience in project management, contract management, financial management, and/or budgeting.
  • Experience working with SAP financial systems (ERP).
  • At least 5 of the required 10 years in financial management and budgeting specifically.
  • Experience working with Navy ERP financial systems and ONR financial processes and procedures.
  • Experience in managing technology programs.
