Network Operations Watch Officer
Location: Fort Meade, Maryland (On-site)
Role Overview
This position requires providing in-depth knowledge and recommendations on potential impacts and routing options to restore key resources. A successful candidate will understand the physical layer of the information network and support the mission to provide, operate, and assure command and control, information-sharing capabilities, and a globally accessible enterprise information infrastructure. This role involves working in a Network Operations Center (NOC) environment or as a Watch Officer.
Key Responsibilities
  • Conduct initial analysis of reported outages and communicate with the Battle Captain within 15 minutes.
  • Track current outages impacting the network, such as fiber cuts, equipment failures, or facility outages.
  • Maintain knowledge of the status and restoration process for Internet Access Points (IAP), Trans-Oceanic Trunks (TOT), and high-capacity circuits.
  • Provide timely reporting for all reportable outages through published reports to senior leaders.
  • Understand trouble tickets as they are received and report the problem to the appropriate teams.
  • Create network topologies and architecture diagrams as needed.
Required Qualifications: must be eligible to obtain/maintain DOD Top Secret
Education and Experience:
  • Master's degree with 2+ years of experience.
  • Or, Bachelor's degree with 4+ years of experience.
  • Or, Associate's degree with 6+ years of experience.
  • Or, 8+ years of experience in lieu of a degree.

Technical Skills:
  • Experience in a NOC environment or as a Watch Officer; a telecommunications or satellite background is also applicable.
  • Basic networking experience to understand and report on issues like fiber cuts, equipment failures, and facility outages.
  • Experience with any ticketing system, such as Global Ticket Management System (GTMS) Remedy.
  • Proficiency with Microsoft Office applications (Word, Excel, PowerPoint) and SharePoint.
  • Experience with applications like World Wide Online System (WWOLS), NCCM-R, or Telecommunications Certification Office Support System (TCOSS).

Professional Skills:
  • Effective oral and written communication skills.
  • Strong interpersonal, organizational, and problem-solving abilities.
  • Must be flexible, dependable, and able to multi-task with shifting priorities.

Preferred Qualifications
  • Possession of a current DoD 8750 certification at IAT level II, such as Security+ CE.
  • Experience with support applications including Mission Assurance Decision Support System (MADSS), Integrated Network Management System (INMS), or Direct Connect Online (DCO).
  • Familiarity with ITIL v3 framework.
  • Experience briefing senior leaders.
  • Demonstrated experience providing excellent customer service.
Work Environment
This position requires working one of two available shifts. One opening is for Wednesday - Sunday, 1:00 PM - 9:00 PM. The second opening is for Sunday - Thursday, 9:00 PM - 5:00 AM.
