Position Overview:

Lead the agency’s talent and position management strategy as the Human Resources Hiring & Classifications Manager for The Illinois State Police (ISP). In this pivotal role, you will guide a dedicated team, drive hiring and classification initiatives, and serve as the key liaison connecting agency leadership with HR operations. You will shape policy by reviewing legislative and regulatory changes, collaborate closely with Labor Relations on contract and grievance matters, and provide expert guidance on Personal Services Contracts and temporary assignment processes. This role offers the opportunity to influence workforce strategy, strengthen compliance, and support the agency’s mission through effective and forward‑thinking HR leadership. Essential Functions
  • Under administrative direction, serves as the Human Resources Hiring & Classifications Manager.
  • Serves as full line supervisor
  • Plans, evaluates, executes, and serves as an Agency Contact and Human Resources Office Liaison for Hiring and Classifications programs, policies, and procedures.
  • Reviews legislative proposals, policy drafts and legal changes recommending approval or amendments regarding human resources services.
  • Works closely with the Bureau Chief and the Office of Labor Relations on contract and grievance resolution issues.
  • Advises staff on Personal Services Contracts and temporary assignment rules and processes.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college preferably with course work in human services, public administration, labor relations and/or equivalent disciplines.
  • Requires three (3) years of progressively responsible administrative experience in a fast-paced Human Resources environment performing Hiring & Classifications-related functions for a public or business organization.
Preferred Qualifications
  • Prefers four (4) years of professional human resources experience performing, reviewing, and approving full cycle electronic hiring functions in a unionized workforce for a public or business organization.
    Prefers four (4) years of professional human resources experience ensuring sound organizational structures, establishing and clarifying position descriptions, and carrying out classifications related duties in an electronic hiring system for a public or business organization.
  • Prefers three (3) years of supervisory or lead worker experience assigning and reviewing work, conducting performance reviews, recommending and imposing discipline, reassigning staff to meet day-to-day operational needs, and providing support to subordinate staff.
  • Prefers three (3) years of experience leading changer initiatives and performing quality assurance reviews in a fast-paced Human Resources environment.
  • Prefers two (2) years of experience acting as liaison between executive staff and other entities.
    Prefers two (2) years of professional experience creating, and assisting in the creation of, interview questions.
    Prefers two (2) years of experience monitoring, advising on, and conducting a structured interview process.
Conditions of Employment
  • Successfully pass agency background investigation.
  • Successfully pass agency drug screen.
  • Requires the ability to work on site at the designated work location.
