Job description

Description
The Dayton Metro Library is seeking a full-time Human Resources Assistant to join the Human Resources team at the Main Library. This position will be responsible for preparing paperwork for payroll, calculating pay increases, enrolling new employees in insurance, and answering questions related to benefits. They will schedule interviews with candidates and prepare interview materials for the hiring managers. They will also use and configure the Human Resources Information System as needed to ensure appropriate access for each employee. Essential Job Duties
--Responsible for details associated with filling vacant positions to include answering inquiries concerning employment opportunities, posting vacancies, preparing interview folders, scheduling interviews, notifying candidates, and conducting background checks. Assists with onboarding and communicating benefit information at the new employee orientation.
--Maintains personnel records and files. Produces all personnel actions. Processes changes in the HRIS system.
--Processes health, dental, vision and life insurance records in the HRIS benefit platform. Processes COBRA enrollments and payments. Ensures enrollments for new hires are completed by the deadline. Processes additions, deletions, and changes during open enrollment period.
--Creates reports and paperwork for garnishments, bankruptcies, child support, and all other payroll changes. Calculates changes in pay rates as directed by the HR staff.
--Prepares bi weekly and monthly reports such as Ohio Department of Human Services New Hire Reporting Program, BLS Department of Labor, seniority, and eligibility. Creates other reports as directed.
--Maintains calendar of performance appraisals and sends appraisal forms and overdue notices to supervisor. Provides performance evaluation support during employee probationary periods and annual staff evaluations.
--Composes letters, memorandum reports, notices, statistical tables and other miscellaneous items.
--Serves as receptionist for Human Resources, answers telephone, and provides information in response to public and employee inquiries.
--Provides work guidance for library aides and temporary employees as assigned to Human Resources.
--Assists with mail and greeting guests. May serve on various library committees.
Requirements
Qualifications
--Minimum of an associate's degree in communications, human resources, or business-related field and one to three years related experience and/or training; or equivalent combination of education and experience.
--Ability to read, analyze, and interpret personnel policies and procedures. Ability to read, understand, and compose library and general business correspondence.
--Ability to proofread and edit letters and reports for internal audiences with a high degree of accuracy.
--Ability to speak effectively and clearly when addressing individuals. Ability to apply active listening skills. Ability to occasionally present to a group of people.
--Ability to maintain the confidentiality of personnel records. Data entry, proofreading and editing skills required.
--Must be proficient in Microsoft Office. Ability to learn multiple HRIS systems and library systems.
--Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
--Must have reliable transportation.
Compensation and Benefits: The starting hourly rate for this position is $22.10. Benefits include health, dental and vision insurance along with paid time off and OPERS retirement.
