Job description

The Opportunity

RS&H is seeking a Program Manager for our Transportation projects in the Great Lakes Division.

This role will build upon our alternative project delivery program in the Midwest by leading Design-Build projects and providing Owners Representative Program Delivery services. This position will be responsible for assisting our clients by providing leadership and oversite related to the development and management of their alternative delivery program(s). Typical client engagements include program management tasks ranging from the development of implementation manuals and program guidelines, template documents and forms, internal and external stakeholder education; and project management tasks which include assisting in the drafting and development of RFI, RFQ and RFP documents, evaluation manuals, project management plans, and deliverables to assist clients in meeting FHWA major project requirements (PMP, CSRA, IFP, etc.).

The successful candidate will demonstrate the ability to work collaboratively and capabilities for performing diverse and complex work tasks associated with development, delivery and/or oversight of large infrastructure projects procured using a variety of alternative delivery methods. As a Program Manager, the candidate should demonstrate an ability to work within defined timelines and budgets to develop deliverables and be able to work collaboratively with a team of technical discipline experts who will contribute to the development of various project and program documents.

Responsibilities:

  • Evaluate and develop recommendations regarding design build project targets, risk profiles, and teaming opportunities
  • Support project development through prepositioning, proposal strategy, partnership, and teaming development
  • Manage design-build project pursuit and execution teams to deliver successful projects
  • Support owners' alternative delivery programs, governance, practices/procedures, tools, and programmatic development. Provide guidance and leadership for alternative delivery owner advisory work.
  • Forge and manage relationships with contractors and engineering firms to pursue design-build work and other alternative project delivery work.
  • Provide risk management, planning and implementation input related to contract reviews and project delivery
  • Provide guidance and varying levels of involvement and assistance during execution of alternative delivery (design-build, progressive design-build, and CMGC) project work

Minimum Qualifications:

  • Bachelor's degree from an accredited program or equivalent combination of education and experience.
  • Minimum 20 years relevant experience.
  • Minimum 7 years of progressive experience in the alternative project delivery market (design-build, progressive design-build, CMGC/CMAR), with at least 5 years of project management experience including managing project schedules, budgets and multi-disciplinary teams.  
  • Ability to maintain positive and trusted relationships with clients, staff, and subconsultant partners.
  • Experience leading Design-Build and/or Owner's Representative service projects
  • Experience leading large multi-discipline teams
  • Self-motivated with excellent organizational skills with attention to detail along with overall quality control and management.
  • Experience working with DOTs in the Midwest (preferably Illinois, Indiana, Michigan, and/or Missouri) on major interstate, interchange, and roadway reconstruction projects.
  • Ability to track individual project tasks and financial management of individual and overall project tasks.
  • Strong teamwork and project organization skills working on projects and with staff.
  • Strong verbal, written, and presentation skills. 

Preferred Qualifications: 

  • PE and/or PMP certification.
  • Design-Build Institute of America (DBIA) certification.

The base salary range for this position in Illinois is $157,562 to $267,844. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
