Job description

DESCRIPTION **Applications are reviewed regularly. Postings may close prior to the listed date. Individuals are encouraged to apply immediately.** Douglas County is seeking to fill the position of Planner with Douglas County Community Development

This position plays a key role in the efficient administration of the County's regulations through review and processing of various development applications and plans, while serving as a resource to the public in understanding County codes and regulations. The ideal candidate will be an individual with experience in professional planning and the skills to be successful in a fast-paced environment where the ability to multi-task and communicate effectively are crucial to ensuring the success of this collaborative team in serving the needs of our community. Current AICP certification is preferred but not required.

**In addition to completing the application, the department has requested that you attach a cover letter describing your experience in professional planning and illustrating the value that your experience will bring to the role of Planner with Douglas County Community Development.** Primary Objectives Performs complex professional planning duties related to the administration of the County's development regulations; acting as lead on projects/teams; performs related tasks as apparent or assigned. Supervision Exercised None PRIMARY DUTIES AND RESPONSIBILITIES Provides direction, training and work review to professional and/or technical staff on a project or day-to-day basis; organizes and assigns work, sets priorities, and follows-up to ensure coordination and completion of assigned work. Receives and processes various applications such as; variances, rezoning, specific plan amendments, master plan amendments, subdivision maps, annexations, special use permits, and regulation items

Interprets, explains and enforces provisions of County codes, applicable laws and regulations, and other policies and standards to potential applicants and the public. Assist with public counter inquiries and in the training of public counter staff. Reviews construction plans for conformity to codes and regulations; processes routine plans and applications, variances, and use permits.

Monitors status of development applications from acceptance to issuance of final permit. Conducts research studies and prepares reports and recommendations regarding planning and zoning related issues. Researches and reviews plans for ordinance regulations; provides specific information to engineers, architects, contractors, developers, property owners, etc.

Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public. Contributes effectively to the accomplishment of team or work unit goals, objectives, and activities.

MINIMUM QUALIFICATIONS/CERTIFICATIONS & LICENSES MINIMUM QUALIFICATIONS Bachelor's degree in Planning, Environmental Studies, or a closely related field and a minimum of four (4) years of experience in professional planning; OR an equivalent combination of education, training and experience. CERTIFICATIONS/LICENSES None WORKING CONDITIONS/ACKNOWLEDGEMENTS WORKING CONDITIONS The characteristics listed below are representative of the physical demands, physical agility, sensory requirements, and environmental exposures required by an individual to successfully perform the essential duties of this position. This work is sedentary and requires little exertion of force. Work regularly requires sitting, speaking or hearing, using hands and repetitive motions; occasionally requires standing, walking and reaching with hands and arms. Work has standard vision requirements; vocal communication is required for expressing ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels.

Work requires preparing and analyzing written or computer data, use of measuring devices and observing general surroundings and activities. Work is generally in a moderately noisy location (e.g. business office, light traffic)
