DescriptionThe Assessor's Office is seeking a qualified individual to join
the Department of Finance team in our Commercial Appraiser - Appraiser III position.WHO WE ARE LOOKING FORWe pride ourselves on our culture of public service and a supportive office environment. The ideal candidate will be versed in applying mass appraisal techniques, procedures, software, data collection and analysis for ad valorem purposes. You will need a working knowledge of the commercial real estate market and be self-motivated to manage the commercial property valuation process and procedures. The ability to work in the field for data collection and property review is necessary, including driving in hazardous seasonal conditions and navigating uneven ground.

WORKING HOURS AND LOCATIONThis position works Monday through Friday from 8:00 AM to 4:30 PM. Your office would be located in downtown Juneau at 1208 Glacier Ave.

Typical ResponsibilitiesUnder general direction of the Assessor, the Commercial Appraiser is responsible for the discovery and valuation of commercial property in the City and Borough of Juneau. The Commercial Appraiser collects and maintains market data through surveys, sales information, industry data sources, field work including building inspection, and appraisal review to build and maintain valuation models and procedures using mass appraisal valuation techniques and utilizing mass appraisal software to determine full market value of commercial properties in the Borough.
The Commercial Appraiser will also supervise the Personal Property Appraiser position and may act for the City and Borough Assessor in their absence. Other duties include assessment appeals, educate property owners in valuation methodology, present to the Board of Equalization, develop annual reports, establish short and long-range goals and prioritizes the assignments for appraisal operations, assist the Assessor and Deputy Assessor in staff training, model development, and assist residential appraisers.
You will work independently to develop surveys and studies, update property data and values, scheduling and perform property inspections, and research local and national commercial real estate trends. Commercial real estate knowledge, including investor criteria, and the ability to audit financial statements and appraisals is necessary. You will be required to handle difficult inquiries and complaints from citizens regarding property values and educate the public about mass appraisal valuation principles in sometimes challenging situations. You will also be required to communicate with other departments to fulfill information requests and research property information.
Minimum QualificationsEducation: High school diploma or General Educational Development (GED) certificate.
Experience: Five (5) years of experience in the appraisal of real property that includes one (1) year at the level of Appraiser II in the City and Borough of Juneau or the equivalent elsewhere.
Substitution: College study may be substituted for the required experience on the basis of 2.5 semester (3.75 quarter) hours for one month of experience up to a maximum of 24 months.
Other: A valid Driver's License
at time of appointment and for continued employment.
Must obtain Level III designation through Alaska Association of Assessing Officers
within twelve (12) months of appointment and for continued employment.
