Sea Mar Community Health Centers, a Federally Qualified Health Center (FQHC) founded in 1978, is a community-based organization committed to providing quality, comprehensive health, human, housing, educational and cultural services to diverse communities, specializing in service to Latinos in Washington State. POSITION SUMMARY
The Program Administrator provides overall leadership and operational oversight for the Adult Psychiatric Facility, supervising both administrative and clinical staff to ensure safe, effective, and compliant service delivery. This role is responsible for implementing and maintaining facility programs in alignment with Sea Mar Community Health Centers' policies and applicable state and federal regulations.
The Program Administrator ensures operational efficiency, monitors facility performance, addresses operational challenges, and supports the delivery of high-quality, patient-centered care in a fast-paced, high-acuity behavioral health environment. Strong leadership, organizational, and communication skills are essential for success in this role.
DUTIES AND RESPONSIBILITIES
  • Provide leadership and operational management of the Adult Psychiatric Facility in compliance with Washington State Department of Health (DOH) regulations and Sea Mar policies and procedures.
  • Oversee facility operations, including admissions processes, clinical workflow coordination, staffing, billing, and documentation procedures, compliance monitoring, and quality improvement activities.
  • Supervise, hire, onboard, and evaluate clinical and administrative staff; coordinate staffing schedules and ensure adequate coverage.
  • Support staff development by delivering or coordinating trainings and promoting adherence to the Recovery Model and Trauma-Informed Care principles.
  • Oversee budget implementation, monitor expenditures, support staffing plans, and assist with resource allocation.
  • Participate in meetings, conferences, and boards to ensure alignment with current state and federal regulations and best practices.
  • Support grant applications, manage contracts and vendor relationships as needed, and ensure timely and accurate reporting to leadership and regulatory agencies.
  • Serve as a representative of Sea Mar and support the organization's mission to provide integrated, personalized behavioral health care using evidence-based practices

CONDITIONS OF EMPLOYMENT
  • This person must sign an oath of permanent confidentiality covering all patient-related information.
  • The person in this position shall have no history or evidence of alcohol or other drug misuse for a period of three (3) years prior todate of employment at the facility, and no misuse of alcohol or other drugs while employed at this facility.
  • This person must receive a background check from BSA and the Washington State Patrol.
  • If this person provides mental health or substance abuse services, they must complete an annual clinical competency test as a mental health therapist and/or substance abuse treatment professional.
  • This person must be of the conviction that substance abuse is a treatable illness and a public health problem.
  • Must have and maintain a current CPR certification. If not active at the time of hire, must obtain within 90 days of hire.
  • Must take a TB test annually and at the time of hire.
  • COVID-19 and influenza vaccine required. The only exception is for employees with a medical or religious exemption approved by Administration. Employees with an approved medical or religious exemption must wear a mask at all times during the flu season.

QUALIFICATIONS, EDUCATION AND EXPERIENCE
  • Must hold a master's degree in behavioral health, healthcare administration, or a related field
  • Must have a minimum of five years of experience in a Supervisory role.
  • Must have a minimum of five years of experience as an Administrator (residential setting is preferred).
  • Preferred: Qualification as a Mental Health Professional (MHP) under Washington State regulations.

COMPENSATION
Range between 110,000 and 120,000 DOE
Salary - Salary Plan, 110,000.00 USD Annual
