What We Offer

As our Site Learning & Capability Manager, you will lead the development and execution of Baytown's technical training strategy and capability-building programs - ensuring a highly skilled, certified, and regulation-ready workforce. You will serve as the primary driver of digital learning transformation, Qualification Matrix governance, and Train-the-Trainer program integrity, with a regional scope anchored at Baytown and expanding across North American sites.

Major Responsibilities

  • Establish minimum employee training requirements and ensure compliance with regulatory requirements; accountable for implementing and coordinating site-wide technical training initiatives.

  • Develop, administer, and coordinate new hire and ongoing technical, safety, and regulatory training programs to meet the needs of all levels and departments.

  • Develop, implement, and maintain employee certification/qualification programs in compliance with regulatory requirements for operations, maintenance, and laboratory employees, including supervision with documentation of skills.

  • Establish and maintain record-keeping systems meeting corporate and regulatory requirements; accountable for the continuity of the Learning Management System at the site.

  • Review safety incidents and identifying where training programs or activities could eliminate the cause of an incident.

  • Implement and governance of the site Train-the-Trainer program, ensuring trainer qualification, recertification cycles, and consistency across the site.

  • Lead the development of a future-ready workforce by defining the strategy for AI-enabled learning technologies and is accountable for building site workforce readiness for new and emerging technologies

  • Implement and maintain the local qualification strategy in alignment with the global qualification strategy as the Local Qualification Manager.

  • Lead training support for newly acquired sites, ensuring workforce readiness and alignment with Covestro standards from day one.

  • Lead the development and implementation of a regional technical training strategy, positioning Baytown as the North American technical training hub. Builds and sustains a high-performing training organization capable of supporting other regional sites, while strengthening cross-site competency, safety culture, and operational excellence standards.

What You Offer

Basic Qualifications

  • Associates degree in Applied Sciences, Business, or Engineering with at least 20 years of related experience; OR Bachelor of Science in Applied Sciences, Business, or Engineering withat least 15 yearsof related experience; OR Master's degree in Applied Sciences, Business, or Engineering with at least 10years of related experience.

  • 10+ years in industrial manufacturing, including people management experience

  • The eligibility to apply for and obtain a Transportation Worker Identification Credential (TWIC) within a reasonable timeframe

Preferred Qualifications

  • Hands-on experience with Learning Management Systems (Workday preferred).

  • Experience withdigital learning technologies(AI, AR/VR, simulation platforms) is a strong plus.

  • Certification in instructional design or training management (ATD, CPTD, or equivalent) preferred.

  • Experience inchemical manufacturing or a similarly regulated industrypreferred.

Knowledge & Skills:

  • Proven track record designing and delivering technical training programs - needs analysis, curriculum development, and learning effectiveness evaluation.

  • Solid knowledge of regulatory training requirements(OSHA, EPA, and related standards).

  • Strategic thinker who can translate business needs into workforce capability plans.

  • Strong stakeholder management - comfortable partnering with VP-level leaders and cross-functional teams.

  • Skilled facilitator and coach- able to develop trainer capability, guide adult learning journeys, and build a coaching culture across the organization.

  • Change leadership- experienced in leading organizational change through structured communication, stakeholder engagement, and capability-building programs that drive adoption and sustained behavior change.

  • Instructional design expertise- proficient in applying adult learning principles (ADDIE, 70-20-10, or equivalent frameworks) to develop impactful, scalable learning solutions.

  • Mentoring and talent development- demonstrated ability to grow technical talent, build succession pipelines, and elevate team performance through structured development plans.
