About this Job The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. In this high-impact role, you will oversee the daily operations of the Cash Management Section, ensuring accuracy, compliance, and excellence across all LDH agencies and programs.

You'll guide a talented team, manage complex reconciliations, and ensure revenue is processed correctly and on time. As a key financial steward for the department, you'll collaborate with state agencies, auditors, and leadership; monitor evolving accounting requirements; and help strengthen internal controls that safeguard millions in public funds. You'll also serve as a backup Security Administrator for LDH's JP Morgan banking portal, supporting secure system access and resolving technical issues.

Minimum Qualifications Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR A bachelor's degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field.

The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: Oversees daily operations of the Cash Management Section, ensuring accurate and timely revenue classification, deposit processing, LaGov entries, and reconciliation across all LDH programs.

Manages complex cash receipt activities, including audit-related receivables/payables, escrow funds, and specialized agency deposits, ensuring proper coding, posting, and documentation. Supervises monthly reconciliation of Treasury bank activity to LaGov records, ensuring timely resolution of discrepancies and compliance with statewide accounting and fiscal year-end requirements. Oversees preparation, review, and submission of internal and external cash reports for LDH leadership, DOA, Legislative Auditor, and the State Treasurer's Office.

Manages staff performance, training, hiring, and workflow improvements while ensuring complete and accurate desk procedures for continuity of operations. Serves as backup Security Administrator for LDH's JP Morgan banking portal, supporting user access, security updates, and compliance with internal control standards. Monitors changes in state and federal accounting requirements, strengthens internal controls, and collaborates on policy and procedural updates to safeguard LDH cash receipts and reduce risk.
