Job Description
SAIC is seeking a qualified Accountable Property Manager (AMP) to support the US Navy in Springfield, VA.
JOB DESCRIPTION:
The Accountable Property Manager (AMP) will provide direct support to the assigned Accountable Property Officer (APO) to sustain the Government's comprehensive accountable property program. Responsibilities may be in one or more of the 15 functional areas: property management, acquisition, receiving, identification, records, movement, storage, inventories, reports, consumption, utilization, maintenance, subcontractor control, disposition, and closeout. Work is completed using sound business judgment to meet customer requirements in accordance with company and government policies, procedures, and applicable laws.
JOB DUTIES:
  • The APM will coordinate across numerous resource sponsors, program managers, and project officers to ensure all property categories are properly inventoried and documented per established Annual Physical Inventories and Quarterly Asset Universe reporting for each physical inventory cycle.
  • Monitors and evaluates the performance of each facet of the accountable property program and provides the APO with timely updates and recommended corrective actions as required.
  • Coordinates directly with external organizations to gather specific reporting guidance to develop a schedule of events that satisfy the prescribed deadlines.
  • Prepares various reports for the APO for review and approval.
  • Ultimately, will serve as the resident property management specialist maintaining required policies and procedures that are tailored to the Activity's business practices yet ensuring DoD compliance; updating and providing training as required to all members, from the acquisition teams to the related property custodians with an understanding of their accountable property roles and responsibilities; updating and delivering (oral and written) detailed technical briefings, spreadsheets, and reports to the APO and senior decision makers in clear and understandable terms that explain complex issues and potential risks; and overseeing the data migration into the APSR.
  • Analyzes collected information to formulate data driven recommendations. Manages numerous spreadsheets that serve as the authoritative records of all Accountable Property. Develops technical briefings to convey technical information and metrics.
  • Coordinates with internal and external stakeholders to support working groups chartered to resolve property related issues; develops proposed agendas and tracks action items to completion.
  • Serves as the lead to manage the Activity's Accountable Property Systems of Record (APSR), Managerial System, and other Inventory Management Systems.
  • Serves as the lead to support DoD IG audit team assessments.
  • Coordinates with cognizant property owners to schedule planning sessions with the audit team and communicate visit schedules with Activity leadership.

Qualifications
REQUIRED EXPERIENCE AND CLEARANCE:
  • Bachelors and ten (10) years or more of related experience. Additional years' experience accepted in lieu of a degree.
  • Shall have at least 5 years of experience in logistics, government property management and accountability as an accountable property specialist or property custodian.
  • Shall have an advanced proficiency with MS Excel.
  • Candidate must be a US Citizen.
  • Shall have an active Top Secret clearance with eligibility for access to sensitive compartmented information (TS/SCI) and the ability to complete a counter-intelligence scope polygraph (CI Poly) (post-hire).
  • Ability to travel 10% of the time.

DESIRED EXPERIENCE:
  • Prior experience with SharePoint.
  • Project Management Professional (PMP) certification.
  • Experience using ServiceNow.
