Our team has successfully led complex defense programs, integrating and transitioning advanced technologies from concept through operational deployment while providing technical, engineering, logistics, and executive-level support to our customers.

ProteQ is seeking a Project Manager to provide subject matter expertise and technical support for Naval Research Enterprise (NRE) Subsea and Seabed Warfare (SSW) Science & Technology (S&T) programs.

Responsibilities

As a valued team member, your role will encompass the following essential tasks:

  • Provide program management, leadership, and coordination support to Program Officers for Ocean Battlespace programs.
  • Develop detailed plans for testing, experimentation, and technology demonstrations.
  • Plan, coordinate, and execute field logistics and event operations.
  • Provide subject matter expertise in maritime systems and technologies.
  • Prepare and support program status briefings and technical presentations.
  • Support program team coordination and project execution.
  • Monitor project plans and assist with execution to ensure program objectives are met.
  • Support the evaluation of field experiments, demonstrations, and test events.
  • Develop Data Collection Plans (DCPs) for field experiments and demonstrations.
  • Support CONUS and, as required, OCONUS field experiments, demonstrations, and at-sea events.

Required Qualifications

  • Active Top Secret security clearance.
  • Bachelor's degree from an accredited college or university.
  • Minimum of ten (10) years of experience, or an equivalent combination of experience, in Naval Special Warfare (NSW), Naval Submarine Warfare, or Naval Robotics Warfare supporting Fleet and Joint formations.
  • Experience supporting the development of innovative concepts of operations from research and development through transition to operational forces.
  • Experience supporting and managing S&T efforts to develop, demonstrate, and transition naval technologies and capabilities across multiple Technology Readiness Levels (TRLs) and program elements (6.2, 6.3, and 6.4).
  • Experience analyzing and organizing complex technical design, performance, and cost data related to NSW systems and component technologies.
  • Experience collaborating with the Fleet, USSOCOM, and USSTRATCOM to develop operational scenarios and assumptions used to evaluate and predict the performance of emerging naval technologies.
  • Experience coordinating with Fleet, Special Operations, and Intelligence Community (IC) stakeholders to:
    • Analyze Fleet requirements.
    • Identify and characterize SSW Science & Technology gaps.
    • Align capability gaps with Fleet priorities.
    • Conduct wargames to translate operational requirements into technology proposals.
    • Support the transition of S&T programs into acquisition programs and Programs of Record.
  • Experience planning, coordinating, and delivering presentations at Fleet and Joint conferences, summits, symposiums, workshops, wargames, working groups, and other community of interest meetings.
  • Experience planning and executing S&T or Research & Development (R&D) meetings, workshops, and program reviews.

Desired Qualifications

  • Experience with Navy ERP or a similar SAP enterprise resource planning system.
  • Advanced degree and Joint Specialty Officer (JSO) or Joint Qualified Officer (JQO) Level III designation preferred.
  • Completion of the core training requirements for the Defense Acquisition Workforce Improvement Act (DAWIA) Science and Technology Manager (S&TM) Level I certification, or completion of the foundational training requirements for Engineering and Technical Management.
  • A current Project Management Professional (PMP) certification may substitute for up to two (2) years of the required experience, reducing the minimum experience requirement from ten (10) years to eight (8) years.
