Program Coordinator- ย ย Case Management

Department: ย ย Tribal Assistance

Purpose: The Program ย ย Coordinator (PC)- Case Management will oversee the Tribal Assistance Case ย ย Management Specialist team that is responsible for the case management of Tribal ย ย assistance applicants and clients. The PC will be the supervisor of the Case ย ย Management Specialists (CMS) at the Juneau/Ketchikan/Sitka work sites, and ย ย this includes conducting annual reviews, audits, personnel actions, and ย ย training. The PC will be able to perform and train staff in case management ย ย for clients/families on the Tribal Assistance (TANF- Temporary Assistance for ย ย Needy Families or GA-General Assistance) Programs. The PC will provide oversight of staff to ย ย ensure CMSs are providing individual strength based case management that ย ย includes; excellent customer service, conducting timely interviews to create ย ย case plans, assist client(s) with the application process for all services ย ย they are applying for, collecting data, obtain appropriate documents, and ย ย proper referrals to internal and external resources. The PC will supervise Tribal assistance CMSs ย ย to ensure policies and procedures are in compliance with Tribal assistance ย ย policies and procedures, regulations and the Tlingit & Haida (T&H) PL102-477 (477) plan. The PC will be part of the larger management team of ย ย the 477 division to ensure services are streamlined and accessible to clients ย ย and applicants.

Essential Functions

Assist with the ย ย development, implementation and updates of the Tribal Assistance policies and ย ย procedures.ย 

Proficient in all ย ย systems used in processing Tribal Assistance applications and T&H systems ย ย for managing staff.ย 

Proficient in 477 ย ย Tlingit & Haida plan, Tribal Assistance policies and procedures, and ย ย T&H policies and procedures.ย 

Create content for ย ย training for Case Management Specialist, both refreshers and new employee ย ย trainings. Monitor training provided to staff to ensure compliance. ย 

Back up team, as ย ย needed, with interviewing applicants and recipients to develop individual ย ย case plans for Tribal Assistance. May need to carry a caseload as needed.ย 

Assist with the larger ย ย 477 management team to develop policies, procedures, and processes for ย ย ensuring smooth transitions within other 477 services (TVR, E&T, TCSU, Childcare).

Monitor caseloads of CMSs ย ย to balance leave requests and ensure case and application coverage.

Responsible for CMSs EIS ย ย security/confidentiality training, staff training on use of system, staff ย ย compliance, access, and renewals.

Monitor State of ย ย Alaska ATAP program policy changes in order to make policy recommendations to ย ย the Tribal Assistance Manager. Ensure any Tribal D impacts will be included ย ย in policy recommendations.

Develop and implement ย ย a compliance plan for the CMSs team, which includes development of reporting ย ย of the audits and outcomes. Conduct regular compliance audits of CMS and use ย ย results to assist in developing training.

Train CMSs on ย ย community resources so staff can provide appropriate referrals to applicants ย ย and recipients.ย 

Work in partnership ย ย with the Program Coordinator-Frontline/Benefits to ensure smooth transition ย ย from application submission to processing and case planning.ย 

Responsible for addressing ย ย any customer services complaints and work to resolve them quickly. ย 

Collect data regarding ย ย CMSs processing for monthly, quarterly and annual reporting.

Oversee and supervise ย ย all CMS staff for all sites (Juneau, Sitka and Ketchikan), including ย ย approving leave and payroll.

Back up the Program ย ย Coordinator-Frontline team as needed.

Some travel required.

Maintain positive ย ย communication with all clients, and employees.

Maintain ย ย confidentiality.

Other program duties ย ย as assigned

Minimum ย ย Qualifications (education, experience, skills):

Associate's degree in ย ย social, business, or related field (experience can be substituted)

Two (2) years of ย ย program management experience (which includes supervisory experience)


Preferred ย ย Qualifications (education, experience, skills):

Bachelor's degree in human ย ย services, sociology, or related field

Two (2) years of ย ย professional level experience in overseeing case management for TANF and/or ย ย BIA GA programs.ย
