Job description

West Central Community Action is now seeking a Director to oversee and lead our Child Care Resource & Referral (CCR&R) Program!
** Please note that this position is not in child care (daycare) setting, this position is tasked with leading and supervising our Child Care Consultants & other CCR&R Program Staff Members at West Central Community Action**
This position offers more than just a job, we offer the opportunity for you to grow and learn. We are looking for the right individual that will be responsible for building and leading a team of individuals that oversee child care operations in the State of Iowa. The CCR&R Director is responsible for the day-to-day management, oversight, staff supervision and coordination of our CCR&R Program that West Central Community Action administers. The Director has operational responsibility for meeting all federal, state and local grant requirements and program standards.
Principal Duties & Responsibilities
  • Assist in recruiting, hiring, training & supervision of the CCR&R staff.
  • Responsible for ensuring the all CCR&R staff meet the minimum education and experience qualifications that are reflected in the grant/contract requirements.
  • Accountable for the funding acquisition, budget management, monthly financial expenditure reports, all required program reports, semi-annual reports, annual reports, program component action plans, federal and state monitoring reports responses and the submission in a timely manner along with the daily operations of CCR&R.
  • Assure CCR&R services are delivered across the region according to the scope of work defined by the Iowa Department of Health and Human Services, Family Well-Being and Protection, Childcare Policy Bureau.
  • Support childcare provider's ability to achieve and maintain regulatory status and achieve higher quality levels through Iowa's Quality for Kids (IQ4K) by providing technical assistance, including coaching, consultation, and professional development.
  • Attend state-level contractor meetings and other state-level meetings as necessary. Directors or an appointed representative attend a minimum of 75% of State Network meetings. One staff member at a minimum must attend the Childcare Aware of America Symposium or Leadership Institute.

Principal Knowledge, Skills & Abilities / Education Requirements
  • Prior experience and knowledge of Iowa's QRIS, Environment Rating Scales, State of IA Child Development Home registrations rules, State of IA Center licensing rules, State of A Department of Education Early Childhood Guidelines for children birth through eight years of age.
  • Maintain a valid driver's license, automobile insurance and reliable transportation.
  • Bachelor's Degrees in Sociology, Human Services, Social Work, Public Administration or Early Childhood Administration/Education are ideal & required.
  • Five years of organizational leadership, management and/or staff supervision is required.
  • Ability to move, bend and lift up to fifty (50) pounds occasionally while performing light physical duties as required in a normal office setting.
  • Must be willing to work a flexible job schedule in order to accomplish position duties and responsibilities.
  • Ability to work under pressure and cope with the unexpected and unusual, manage multiple tasks, positively manage stress and possess extensive problem solving skills.
