Job description

Position Summary:

ANSER is seeking an Advanced Manufacturing Technical Analyst to support the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (IBP). The IBAS program is dedicated to ensuring that the Department of Defense is positioned to effectively address industrial base issues and support the National Security Innovation Base.

In this role, you will join a high-performing team that conducts analysis of global defense industrial base capabilities and vulnerabilities. Responsibilities include supporting the evaluation and development of industrial base initiatives, contributing to acquisition documentation, monitoring program execution, and supporting outreach and strategic communications efforts.

Only candidates who live within a commutable distance (100 miles) from Alexandria, VA will be considered.

Day to Day Responsibilities:

  • Serve as a key advisor to the government, providing data-driven analysis and recommendations on Castings, Forgings, Machine Tools, and Advanced Manufacturing project proposals.
  • Evaluate project feasibility, technical capabilities, funding sources, and implementation strategies to inform leadership decisions.
  • Support project execution by managing schedules, tracking data, and ensuring alignment across stakeholders.
  • Coordinate and deconflict efforts with mission partners to maintain progress and minimize risk.
  • Monitor and report on performer progress, providing consistent oversight and actionable insights.
  • Act as a central communication hub, representing government interests in virtual and in-person meetings.
  • Document meeting minutes, track action items, and ensure follow-through across a distributed team.
  • Develop high-quality briefings, correspondence, and analytical products in response to internal and external taskings.
  • Facilitate clear, timely information flow across stakeholders while maintaining strong collaboration.
  • Operate as a trusted team member while ensuring all final decisions and commitments remain with government personnel.

Required Qualifications:

  • Active SECRET security clearance with the ability to obtain and maintain a TOP SECRET clearance.
  • Bachelor's degree in Mechanical Engineering, Industrial/Manufacturing Engineering, Systems Engineering, Business/Finance or similar.
  • 5+ years of professional work experience in manufacturing, research, development, test, and evaluation (RDT&E) with a focus on the defense castings, forgings, and machine tools or advanced manufacturing industrial base. Will accept Master's degree and 3 years of related experience.
  • Demonstrated experience with direct engagement with military hardware/software development or sustainment from a U.S. Military Service, Major Command, OSD-level staff, or a defense industrial firm.
  • Experience working within the DoD acquisition lifecycle and the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Strong analytical and communication skills, including the ability to translate complex data into clear written reports, briefings, and presentations for senior leadership.
  • Proficiency with modern data collection, analysis, and visualization tools and the Microsoft Office Suite (Excel, PowerPoint, Word, SharePoint).

Preferred Qualifications:

  • Demonstrated experience operating within the Office of the Secretary of Defense (OSD) or a similar senior, strategic-level staff environment
  • Proven ability to effectively brief, interact with, and provide counsel to senior military leaders, including Flag and General Officers
  • Expertise in applying sound scientific, program analysis, and systems engineering concepts and methodologies to solve complex casting, forging, machining, and/or advance manufacturing technical and programmatic challenges
  • Experience leading the on-site implementation of relevant project plans and ensuring cost, schedule, and performance objectives are met
  • Professional certification as a Project Management Professional (PMP), Certified Systems Engineering Professional (CSEP) or a recognized equivalent
  • Certification in Lean Six Sigma (Green Belt or higher) with a track record of driving successful process improvement initiatives"
