Project Controls Specialist (Nuclear / Energy Projects)

Location: Minneapolis, MN (100% Onsite – 5 Days/Week)

Compensation: $150K–$170K Base Salary

Start Date: ASAP

Local Candidates Preferred

Position Overview

We are seeking an experienced Project Controls Specialist to support large-scale capital projects within a highly regulated energy environment. This role will focus on project estimating, budgeting, funding authorization, cost analysis, and long-range project planning.

The successful candidate will work closely with project stakeholders, engineers, operations teams, and asset owners to develop conceptual and detailed cost estimates that support project approvals and capital planning initiatives.

Key Responsibilities
  • Develop preliminary and detailed cost estimates for capital projects
  • Support project budgeting, forecasting, and funding authorization activities
  • Review project backlogs and planning data within Oracle Unifier and other project management systems
  • Collaborate with project sponsors and stakeholders to define project scope and requirements
  • Analyze historical project data and cost trends to improve estimate accuracy
  • Assist with long-range planning and capital portfolio management
  • Identify project risks, assumptions, and contingency requirements
  • Support governance and project approval processes
Required Qualifications
  • 8–10+ years of project estimating and project controls experience
  • Strong understanding of:
    • Cost Estimating
    • Project Controls
    • Project Finance
    • Capital Planning
    • Work Order Planning
    • Operations Support
  • Experience working with Oracle Unifier
  • Construction estimating experience is acceptable
  • Strong analytical and stakeholder management skills
  • U.S. Citizenship required
Preferred Qualifications
  • Energy, Utilities, Power Generation, or Nuclear industry experience
  • Experience with Power BI, Power Apps, and Power Automate
  • Experience supporting capital projects in regulated environments
