Job description

The Project Controls Manager leads all project controls functions across the company's capital project portfolio, including cost estimating, cost management, schedule development and control, progress measurement, change management, and executive reporting.



This role supervises a team of schedulers, cost engineers, and project controls specialists and is responsible for building and maintaining a high-performing controls organization. The Project Controls Manager serves as the primary interface between Engineering, Design, and Project Management to ensure integrated project performance visibility throughout the full project lifecycle—from early project definition and estimating through commissioning and close-out

.This position is accountable for establishing and maintaining project controls baselines, driving disciplined change management, and providing objective performance data to support informed decision-making


RESPONSIBILITIES:

  • Establish and maintain the project Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS)
  • Lead the development of capital cost estimates across all project phases, applying appropriate methodologies and project definition requirements
  • Develop and maintain a historical cost database and benchmarking library to support estimate quality and continuous improvement
  • Prepare estimate basis memoranda and contingency analyses; clearly present estimates and supporting assumptions to stakeholders
  • Develop baseline and control integrated project schedules using CPM methodology; identify and communicate critical path, float, and schedule risks
  • Prepare and maintain project budgets and cost forecasts; track actuals against authorized funding throughout execution
  • Develop and manage the Earned Value Management (EVM) system; calculate and report CPI, SPI, EAC, and ETC metrics on a regular cadence
  • Prepare and issue project status reports and dashboards; present findings clearly and objectively to stakeholders
  • Coordinate with Procurement to integrate procurement milestones, commitments, and actuals into cost and schedule baselines; ensure alignment with SAP financial data
  • Lead or contribute to the controls sections of Project Definition Reports (PDRs)
  • Support project risk management, including maintaining risk registers and contributing to quantitative cost and schedule risk analysis
  • Monitor engineering and construction progress against planned quantities and productivity benchmarks; identify and escalate performance issues requiring corrective action
  • Establish and enforce project controls procedures, including document control standards and deliverable tracking
  • Support commissioning and project close-out activities from a controls perspective, including final cost reporting and lessons learned
  • Recruit, develop, and supervise project controls staff; define roles, workload distribution, and quality expectations
  • Perform other related duties as assigned


QUALIFICATIONS:

  • Bachelor's Degree - in Engineering, Construction Management, Business, or a related field
  • 12+ years of capital project controls experience, including 5+ years in a supervisory or lead role managing schedulers, cost engineers, or controls personnel within a chemical, industrial, or owner/operator environment
  • Demonstrated hands-on estimating experience across multiple project phases
  • Advanced proficiency in Primavera P6 and Microsoft Excel
  • SAP experience preferred
