Job description

Title:                                Program Manager / Senior Program Manager
Location:                        Rockville, MD
Work Schedule:       Hybrid (minimum 3 days onsite)

Position Overview

CyberData Technologies is looking for a seasoned Program Manager or Senior Program Manager to provide strategic and operational leadership across a complex, multi-workstream federal IT engagement. This high-visibility, client-facing role spans the full delivery lifecycle — from custom application development and modernization to platform delivery (ServiceNow), enterprise architecture, database services, infrastructure, and ongoing operations and maintenance — all within a regulated federal environment.

As the senior delivery authority for this program, you will own end-to-end performance, serve as the principal relationship manager for federal stakeholders, and ensure commitments are met with consistency and transparency. You will work closely with Product Owners, technical leads, Business Analysts, QA teams, developers, operations personnel, security stakeholders, and organizational leadership to ensure that work is clearly scoped, well-governed, and delivered with measurable outcomes.

This role also includes ownership of key planning and financial functions — resource forecasting, budget management, capacity planning, and support for business development and capture activities.

Key Responsibilities

Program Leadership & Delivery Accountability

  • Direct execution and governance across a multi-team portfolio spanning Business Analysis, QA, Development (Java/.NET), ServiceNow, Enterprise Architecture, O&M, and Database workstreams.
  • Own delivery outcomes across concurrent initiatives including modernization, backlog delivery, enhancements, sustainment, integrations, infrastructure changes, and compliance-driven work.
  • Sustain delivery predictability through disciplined program controls: release planning, milestone tracking, dependency management, capacity planning, and throughput visibility.
  • Drive clean handoffs from intake through development, release, and sustainment — minimizing scope ambiguity and delivery churn.
  • Client Relationship Management & Stakeholder Engagement
  • Serve as the senior client-facing leader, building trust and aligning expectations with federal stakeholders at all levels.
  • Lead executive status briefings, roadmap planning sessions, release forums, and working groups with Product Owners and agency leadership.
  • Communicate program health, emerging risks, delivery tradeoffs, and key decision points in a proactive, transparent manner that meets federal oversight expectations.
  • Facilitate stakeholder decisions, approvals, and escalations needed to keep delivery commitments on track.

Product Partnership & Demand Management

  • Work with Product Owners and Business Analysts to shape demand into a governed, executable plan — including prioritized backlogs, quarterly roadmaps, milestones, and release schedules.
  • Hold high standards for requirements quality, including acceptance criteria, definition of ready/done, traceability, and stakeholder validation.
  • Balance competing business priorities, technical feasibility, risk, and capacity to optimize team throughput and reduce priority churn.

Governance, Risk Management & Program Controls

  • Own and maintain program-level RAID logs (Risks, Assumptions, Issues, Dependencies) with active mitigation planning and accountability follow-through.
  • Proactively identify delivery risks across cross-team dependencies, technical constraints, environment stability, stakeholder availability, vendor timelines, and compliance obligations.
  • Maintain consistent governance artifacts including status reports, action logs, decision records, release readiness reviews, and change coordination documentation.
  • Lead structured escalation processes to resolve issues quickly and minimize delivery disruption.

Operational Excellence, O&M & Reliability

  • Oversee sustainment and operational performance across production and lower environments, prioritizing stability, responsiveness, and continuous improvement.
  • Coordinate incident response, triage, and root cause analysis with engineering and operations teams, addressing recurring issues and deployment readiness.
  • Ensure operational performance expectations — SLAs, backlog responsiveness, release windows, and after-hours coordination — are consistently upheld.
  • Lead initiatives that improve operational maturity and strengthen program delivery resilience.

Financial Management, Resource Planning & Team Development

  • Develop and manage program staffing strategy, including workstream resourcing, capacity/utilization tracking, onboarding, skill alignment, and surge planning.
  • Own financial management functions: budget planning, burn rate monitoring, labor forecasting, variance analysis, and resource-constrained tradeoff decisions.
  • Build and lead a high-performing, multidisciplinary team grounded in accountability, delivery excellence, and a continuous improvement mindset.
  • Partner with leadership to ensure program execution aligns with contract requirements and company-wide objectives.

Process Improvement & Delivery Maturity

  • Drive adoption of delivery best practices across the program — including Agile rigor, standardized reporting, structured intake/kickoff, and release governance.
  • Establish scalable operating rhythms: integrated delivery planning, cross-team dependency reviews, and consistent executive reporting cadences.
  • Identify recurring pain points and lead improvements that increase predictability, reduce rework, and strengthen client satisfaction.

Business Development & Transition Support

  • Contribute to RFI/RFP and proposal activities, including management approach narratives, staffing plans, governance models, Agile execution strategies, and transition frameworks.
  • Represent program delivery expertise in client briefings, oral presentations, and capture efforts.
  • Lead or support contract transitions — both incoming and outgoing — ensuring delivery continuity, documentation completeness, and effective knowledge transfer.

Qualifications - Required

  • 10+ years of experience leading technical delivery in structured environments, with at least 5 years managing multi-team programs or large-scale portfolios.
  • PMP (Project Management Professional) certification required.
  • Demonstrated experience managing multidisciplinary delivery teams including Business Analysts, QA, developers, platform teams, architects, operations, and database personnel.
  • Significant experience managing federal clients and navigating stakeholder expectations within regulated program environments.
  • Proven ability to build and sustain program governance frameworks, delivery controls, and reporting cadences that drive accountability.
  • Strong understanding of the full software delivery lifecycle (SDLC), including requirements, development, testing, release planning, change coordination, and sustainment.
  • Experienced with Agile delivery management across multiple teams, including sprint and release planning, backlog governance, and throughput and capacity management.
  • Excellent written and verbal communication skills with the ability to engage federal stakeholders and executive audiences effectively.
  • Ability to obtain Public Trust clearance.

Preferred

  • Experience with ServiceNow delivery, including platform enhancements, workflow implementations, integrations, or program-level governance.
  • Familiarity with the NIH grants lifecycle, research program administration, or comparable federal scientific and research business domains.
  • Prior experience supporting federal health or civilian agencies such as NIH, HHS, CMS, FDA, or similar organizations.
  • Experience directing teams that leverage governed enterprise GenAI tools within agency security and data boundaries.
  • Familiarity with delivery maturity frameworks such as CMMI-aligned processes or formal quality management systems.
  • Working knowledge of federal compliance requirements including security, privacy, accessibility, records management, and change control.
  • Background managing large, multi-year programs that combine active modernization work with ongoing O&M responsibilities.
