The salary range listed above reflects the full compensation potential for this position. However, initial salary placement will typically be at the lower end of the range and will not exceed 90% of the range maximum. Placement within the range will be based on the candidate's relevant experience and qualifications. Progression through the range may occur over time, subject to continued service, good performance evaluations, and the City's administrative policies.
Opportunity to work a 9/80 schedule with every other Friday off.
This is a full-time, on-site position designed for direct collaboration with the team and active participation in daily operations.

ABOUT THE POSITION
The City of Gilroy is currently recruiting a full-time Senior Civil Engineer for the Utilities Department. In this exciting opportunity the Senior Civil Engineer is poised to play a significant role in designing, implementing, and optimizing utility systems to ensure reliability, efficiency, and sustainability. The Senior Civil Engineer will help establish utility engineering standards, protocols, and infrastructure as it relates to water and wastewater for the City of Gilroy.
The Senior Civil Engineer will work under the direction of the Utilities Director and will manage, review, and perform duties relative to Utility Engineering and construction activities, supervise assigned employees, will direct and perform complex professional-level field and office engineering assignments, and play an important part in making a real-world difference in the community. A variety of Utility projects involve design, development, and construction of projects; therefore, exceptional project management skills are imperative to be successful in this role. You will collaborate with multidisciplinary teams to develop innovative solutions that address complex challenges, so your expertise and leadership will be instrumental in driving our projects to success.
Additionally, the Senior Civil Engineer will manage assigned staff and consultants and assist with budgeting tasks. Furthermore, the Senior Civil Engineer will provide and participate in critical team leadership to ensure that all utility engineering services, goals, projects, and initiatives meet the high-performance standards of the Department and City.

The Senior Engineer will shape capital improvement planning, asset management, and operations to improve system reliability and regulatory compliance. THE IDEAL CANDIDATE WILL
  • Be passionate about public sector engineering and enthusiastic to make meaningful contributions to the community.
  • Have extensive civil engineering experience in leading the design and construction of utility systems, including water and wastewater systems.
  • Be excited to lead, manage, and supervise the work of others and provide technical guidance and mentorship to project teams.
  • Utilize effective project management skills demonstrating ability to organize, prioritize and manage utility projects.
  • Confidently and accurately make complex engineering computations.
  • Develop detailed engineering plans, specifications, and drawings in compliance with regulatory standards and industry best practices.
  • Have strong communication skills, both oral and written.
  • Have experience working with contractors and developers ensuring construction practices are compliant with City of Gilroy standards.
  • Provide exceptional customer service skills to include timely and accurate responses to residents and business customers.
  • Be knowledgeable of project management software (MS Project, Procore or similar) and MS Office suite.
  • Be self-motivated and show initiative in the completion of work.

QUALIFICATIONS
  • Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering or a closely related field of study.
  • Five years of progressively responsible professional level civil engineering experience in related work that has included at least two (2) years of progressively responsible supervisory experience.
  • Registration as a Professional Civil Engineer issued by the State of California.
  • Willing to continue education and training, expand skills, attend seminars, workshops, and individual study.
  • Possess and maintain a valid California Driver License necessary to operate assigned vehicle(s).
  • Prefer non-tobacco user.
  • Pass a post-offer medical examination, which includes a drug test.
  • Pass an employment background check which includes a Department of Justice criminal record check and registration in the City of Gilroy's subsequent arrest notification system.
  • Prefer bilingual English/Spanish

COMPENSATION, BENEFITS, AND ADDITIONAL INFORMATION
Persons appointed to this position on a full-time basis will receive the following benefits:
Health Allowance and Flexible Benefits Plan
Depending upon the number of dependents the health allowance ranges from $939.36 to $2,480.68 per month for core health benefits. Subject to specific rules, a cash back program is also available with proof of other medical coverage. City employees participate in the PERS Health Program, and may choose their medical coverage from a variety of providers. The City's flexible benefits plan includes medical and dental coverage as core benefits. A range of optional benefits including vision care and medical and dependent care accounts are also available. A term life insurance policy equal to annual salary, long-term disability plan, and an employee assistance plan are provided at City expense.
Other Benefits
The City currently offers the PERS 2.5% at 55 pension plan for "classic" members and 2% at 62 for "new" members. Currently, the City pays the full employer portion of the retirement contribution for "classic" members and 50% of the total normal cost for "new" members. The "classic" member contribution of 8% is a pre-tax payroll deduction; "new" members shall pay 50% of the total normal cost as set by CalPERS. Anyone hired on or after January 1, 2013 will be subject to the applicable provisions, retirement formulas, and plan benefits/restrictions associated with the Public Employees' Pension Reform Act of 2013.
Vacation, Sick Leave, Holidays
Annual vacation ranges from two to four weeks per year, based on years of service with the City of Gilroy. Employees accrue eight hours of sick leave each month. Employees receive 44 hours of personal leave time and 56 hours of administrative leave time in July of each fiscal year which must be used during the fiscal year (pro-rating in year of hire/separation). The City observes 10 paid holidays each year.
Medicare/Social Security
Employees participate in Medicare (1.45% for both the employer and employee) as this is a mandated federal program. City of Gilroy does not participate in Social Security.
Payroll
All City employees are paid monthly, on the first business day of each month for the prior calendar month via direct deposit.
Representation
Persons appointed to this position are covered by the Gilroy Management Association (GMA) Memorandum of Understanding.
