About the RoleCulmen International is seeking an experienced Program Manager to support intelligence operations at Fort Bliss in El Paso, Texas. The Program Manager is responsible for the overall leadership, execution, staffing, quality, financial performance, and Government engagement of the JIATF-CC support program, ensuring the successful delivery of intelligence and operational support capabilities that enable the detection, disruption, and dismantling of transnational criminal organizations and cartel networks.What You'll Do in Your New Role
  • Serve as the primary contractor point of contact to the Government, including the Contracting Officer (CO), COR, and senior JIATF-CC leadership.
  • Provide overall program leadership, management, and oversight for all contract operations, personnel, subcontractors, and deliverables. 
  • Manage execution of intelligence, targeting, ISR, Joint Operations Center (JOC), linguistic, HUMINT/CI, and operational coordination support across multiple locations. 
  • Ensure continuous mission coverage, operational readiness, and successful delivery of all contract requirements.
  • Direct staffing, recruitment, retention, training, and performance management of contractor personnel. 
  • Oversee program cost, schedule, quality, risk management, and contract compliance.
  • Lead interagency coordination and information sharing among DoW, DHS, DoJ, IC, and other mission partners.
  • Prepare and deliver program status reports, executive briefings, and performance reviews to Government stakeholders. 
  • Implement quality control processes to ensure intelligence products and operational support meet established standards for accuracy, timeliness, and effectiveness.
Required Qualifications
  • 10+ years of program management experience supporting the Department of War.
  • Master's degree from an accredited college or university OR fifteen (15) or more years of experience in BOTH Program Management AND in the intelligence field.
  • PMP Certified
  • Experience shall include the capability to lead project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms.
  • Ability to manage multi-task contracts of various types and complexity.
