The Associate Vice Chancellor for Workforce Innovation provides strategic leadership for workforce education, customized training, business and industry engagement, and regional workforce partnerships at Arkansas State University Mid-South. The position serves as a primary liaison to employers, economic development organizations, workforce agencies, and industry partners, while leading initiatives that align educational programming with regional labor market needs and industry demand. The AVC for Workforce Innovation also coordinates the activities of the Arkansas Delta Training and Education Consortium (ADTEC), facilitating on-going collaboration among consortium colleges, identifying funding opportunities, assisting with the management of consortium projects, supporting regional workforce strategies and economic growth, and serving as the primary point of contact for consortium operations.
DUTIES AND RESPONSIBILITIES
Workforce Development Leadership
- Develop and implement a comprehensive workforce development strategy aligned with institutional priorities and regional economic needs.
- Identify emerging workforce trends and collaborate with academic and workforce leaders to develop responsive education and training solutions.
- Lead the planning, delivery, evaluation, and continuous improvement of non-credit workforce education, and customized industry training.
- Support the Vice Chancellor for Learning & Instruction in the strategic allocation of faculty, adjuncts, and industry trainers across credit and non-credit workforce programs to enhance operational efficiency, program quality, and responsiveness to employer needs.
- Work in close partnership with the Dean for Workforce Education to coordinate the planning, scheduling, staffing, and delivery of workforce education programs and customized training initiatives, ensuring efficient use of instructional resources and alignment with institutional and workforce priorities.
- Foster innovation in workforce programming, credential attainment, and career pathways.
Business and Industry Engagement
- Serve as the College's primary workforce liaison to employers, industry associations, workforce boards, and economic development organizations.
- Cultivate and maintain strong relationships with business and industry partners to identify workforce needs, develop responsive training programs, and assist in the procurement of state training grants.
- Facilitate partnerships that support internships, apprenticeships, work-based learning, incumbent worker training, and talent pipeline development.
- Represent the College in regional workforce and economic development initiatives.
Economic Development Partnerships
- Actively engage with local, regional, and state economic developers to support business recruitment, expansion, retention, and workforce readiness efforts.
- Collaborate with economic development partners to position the College as a strategic workforce asset in economic development projects.
- Participate in site visits, workforce analyses, employer consultations, and project planning related to business and industry growth opportunities.
- Coordinate workforce development initiatives in response to major economic development initiatives and employer recruitment efforts.
ADTEC Consortium Coordination
- Coordinate the operations, communications, strategic initiatives, and collaborative activities of the Arkansas Delta Training and Education Consortium (ADTEC), facilitating engagement and leveraging resources among member institutions and external partners to advance shared regional workforce and economic development goals.
- Lead or support the identification, development, and implementation of consortium-wide grants and initiatives, as needed, to meet regional workforce and economic goals.
- Prepare required reports, presentations, communications, and other deliverables, as needed to promote the work of ADTEC.
Strategic Planning and Assessment
- Utilize labor market information, workforce data, and economic indicators to inform planning, grant writing, and decision-making.
- Establish and monitor workforce development performance measures and key outcomes.
- Prepare reports and recommendations for institutional leadership, governing boards, consortium members, and external stakeholders.
- Contribute to institutional strategic planning, grant writing, and accreditation efforts as appropriate.
College Engagement
- Serve as an advocate for workforce development and lifelong learning throughout the College service area.
- Collaborate with Learning and Instruction, Career Services, and other internal departments to support workforce initiatives.
- Perform other duties as assigned by the Chancellor.

REQUIRED EDUCATION AND EXPERIENCE - Master's degree from an accredited college or university, or a combination of relevant education and experience in workforce or economic development, education, business, industry, or related field.
- Minimum of five years of progressively responsible leadership experience in workforce development, education to employment strategies, or related fields.
- Demonstrated experience with organizational leadership, budgeting, strategic planning, and data driven decision making.
- Proven success working across organizational boundaries and with diverse internal and external stakeholders.
