Short Description: DPH NSB is looking to hire a UAT Coordinator for the WIC Crossroads System to ensure that new releases/builds for the system are implemented accurately and timely by addressing application modifications identified through vendor release notes.

Complete Description: The Nutrition Services Branch is requesting a UAT Coordinator for the DPH WIC Crossroads System (NC WIC Crossroads). The WIC Crossroads system, which has been jointly developed by a four state consortium, is transitioning from the warranty phase into the Maintenance and Enhancement phase. As the warranty period winds down, the vendor will provide new releases/builds of the application to address modifications identified by states utilizing the system. The Release Management Coordinator's overall responsibility will be ensuring that all new releases/builds for NC WIC Crossroads are implemented accurately and timely.

The selected candidate must be able to define, develop and coordinate DPH WIC Crossroads' release management plans for the implementation of new releases, including modifications and Fix and Maintenance as defined by the North Carolina WIC team. This position will be responsible for leading the coordination of NC WIC Crossroads' various activities and working with individuals, who will be responsible for defining and implementing new releases, including performing change management, defect reporting and tracking, and User Acceptance Testing (UAT) of all new builds. This position will lead release management meetings designed to schedule and coordinate all upcoming release management tasks and to track the progress of tasks already assigned as well as oversee and supervise the UAT coordinator, including tracking his/her time worked, providing guidance and prioritizing assigned tasks. This position will oversee and perform system defect reporting, including entering and making updates into the JIRA defect tracking system or other system, and coordinating with appropriate subject matter experts (SMEs) to review and prioritize defects for resolution in upcoming releases. This position will coordinate activities necessary for the execution of performance and load testing of a release before it may be implemented into production, including escalating results of any tests requiring corrective action as well as contribute towards the change management process as necessary to manage software releases (e.g. maintaining a list of change requests (CRs), determining North Carolina's prioritization for each CR based on the date the CR is needed in production and the testing criteria for each CR). The position will coordinate and track release management assignments to appropriate stakeholders including program and technical SMEs (e.g., collect input/feedback for CR requirements and UAT) and track progress of scheduled release management activities and identifying activities at risk; working with appropriate staff to determine the overall impact to NC WIC Crossroads and releases, and to implement issue resolutions. The position will also assist with the escalation of production support issues, specifically issues influencing release management, and maintaining an electronic system artifacts repository associated with release management, including change control and defect tracking.

Expected Skills

1. Must have prior experience either performing system release/build management tasks or coordinating/managing these types of tasks;

2. Must have working knowledge and experience regarding various aspects of system support processes such as change management, testing cycles, system development and implementation methodologies;

3. Must be highly organized and have the ability to work with SMEs from a wide range of backgrounds in order to implement new releases of NC WIC Crossroads;

4. Good knowledge of project management practices, having the ability to apply project management concepts to a production system release management environment;

5. Knowledge of best practices for Change and Release Management, such as ITIL Change Management and Release Management best practice processes;

6. Coordinate and assist in the development of electronic and written materials for release management proposals, presentations, and status updates;

7. Ability to effectively plan assignments and projects, adjust priorities as needed and work on multiple deliverables at the same time;

8. Have experience working with multiple stakeholders including implementation vendors;

9. Have excellent verbal and written communication skills;

10. Be a team player and promote positive customer service attitude among peers; and

11. Develop and maintain good relationships with customers by listening, understanding, and responding to the needs of the customer.
