Job description

Senior Estimator/Organization Analyst

The Senior Estimator/Organization Analyst supports Chugach Business Development team in their efforts to develop competitive technical and cost proposals in response to government solicitations by providing expert requirements analysis and organizational solution development for corporate defined special focus and critical targeted pursuits. The Senior Estimator/Organization Analyst generates the work breakdown structure (WBS) for highly complex and multi-functional services-based project proposals, including organizational structure, staffing, vehicles, equipment and materials lists, in response to Government and Prime Contractor solicitation requirements. These documents are used by both Technical and Estimating Teams to generate successful proposal in response to Government and Commercial Requests for Proposals (RFPs). Work Model: Onsite/In-Office Responsibilities Essential Duties & Job Functions: Researches RFPs, Performance Work Statements (PWS), Statements of Work (SOW) and other proposal documents necessary to form the basis for effective program/project solutions to serve as the core element of competitive cost and technical proposals within corporate and client constraints. Develops Work Breakdown Structures (WBS) / Basis of Estimate (BOE) development timeline and schedule of internal and external WBS/BOE related deliverables. Receives general overarching guidance from the Capture Manager and then coordinates with Subject Matter Experts (SMEs) to develop an effective and executable program/project solution. Hosts working sessions with SMEs, Capture Managers and Estimators. Coordinates with Capture Managers to ensure the defined solution reflects the appropriate strategic and tactical approach as defined by the Capture Manager. Develops a documented and tailored methodology based on solicitation requirements for preparing accurate staffing, vehicles, equipment, materials and ODC requirements assessments. Develops and prepares Project WBS (inclusive of staffing, direct, indirect and overhead costs) and Project BOE (inclusive of narrative describing approach and assumptions associated with each cost element) for assigned efforts in a timely manner. Documents methodology and assumptions in a comprehensive and compliant narrative Word format supporting the Excel based WBS. Analyzes solicitation requirements to provide Estimator Is and IIs with accurate requirements data and factors for pricing of labor, material, equipment, tools, vehicles, and ODCs. Analyzes solicitation requirements to provide Technical and Cost Team members with readily understandable organizational charts and staffing plans to include staffing positions and levels. Assists in the development of comprehensive cost models by ensuring cost estimators understand the structure required and have the necessary solution information to create an appropriate winning cost estimate. Supports estimating/pricing staff to ensure the competitive methods and approaches employed remain responsive to solicitation documents. Works closely with assigned estimators and pricing personnel to ensure effective and comprehensive pricing of the approved program/project solution is accomplished. Participates in cost reviews providing clarification of project/program solutions as it applies to the cost estimate. Provides proposal response support as necessary throughout the life-cycle of the proposal process. Supports organization and generation of assigned final cost proposal deliverables for submission. Ensures that accurate and sufficient supporting documentation is provided to ensure compliant internal and external audit posture. Researches a variety of solicitations, responses and supporting resources to further develop the organization's competitive solution & costing processes. Travels to work sites as required for site visits and start-up support. Performs related work as assigned. Job Requirements Mandatory: Bachelor's degree (or higher) in a related field. Education may be substituted with four (4) years of directly related experience and (2) years of college coursework. In depth understanding at the expert level of Work Breakdown Structure (WBS) development and their employment in the estimating process. In depth understanding at the expert level of Basis of Estimates (BOE) development and their employment in the estimating process. Ten (10) years; experience with Base Operations Support (BOS) / Facilities Management for DOD or other Federal agencies with demonstrated experience in facilities management and maintenance industry best practices and standards. Five (5) years' experience in Work Breakdown Structure (WBS) development and implementation as a part of cost proposal development for Government services contracts. May substitute up to three (3) of the five (5) years' with Government Services Contract Project Management experience at the senior manager level. Five (5) years' experience in Basis of Estimate development and implementation as a part of cost proposal development for Government services contracts. May substitute up to three (3) of the five (5) years' with Government Services Contract Project Management experience at the senior manager level.Five (5) years' experience developing cost/price proposals in a Federal Government services business line employing an excel-based estimating cost model. Five (5) years' experience employing FAR, DFAR and other government regulations in the development of cost proposals. Five (5) years' experience working with industry-standardized cost database references and/or estimating software. Experience using RS Means and other industry standard estimating databases. Demonstrated skill in the use of MS Excel at the advanced level. Demonstrated skill in the use of MS Outlook and Word at an intermediate level. Ability to pass a pre-hire background and drug screen.
