Job description

Job Summary (List Format):
- Serve as a senior technical Project Manager for the Virginia Department of Transportation (VDOT), Asset Management Division.
- Lead and deliver complex IT projects with multiple teams and workstreams on aggressive timelines.
- Responsible for project outcomes, leading all phases: Preselect, Initiation, Planning, Execution & Control, and Closeout, following Commonwealth Standard for Project Management.
- Act as a hands-on technical project manager, collaborating with development staff, business groups, and vendors.
- Coordinate with VDOT and VITA project management offices and adhere to their governance requirements.
- Communicate project timelines, expectations, and status to technical and business stakeholders.
- Facilitate multi-functional technical team collaboration and manage contract/vendor relationships including procurement processes.
- Maintain project budgets, schedules, plans, tasks, risks, and ensure proper documentation and communication as per the communication plan.
- Facilitate requirements definition, design workshops, and ensure creation of test objectives and plans.
- Manage project milestones and deliverables to ensure timely and on-budget project completion.
- Track, measure, and clearly communicate project progress using defined metrics.
- Support system and application training efforts.
- Apply best practices in both Scaled Agile and Waterfall project management methodologies.
- Required qualifications include PMP certification, 10+ years' experience managing large, multi-stream IT projects (>$10M), strong communication skills, and experience in IT infrastructure delivery.
- VITA and Agile Scrum Master certifications are preferred; bachelor's degree in a related field required.
- Proficiency required with Microsoft Office suite and managing high-visibility projects under PMO governance, including coordination with external teams.
