Position Summary

The Unified Communications (UC) Operator will be responsible for the administration and support to ensure continuous voice, video, data communication systems and services, including telephone system, collaboration systems, video conferencing, desktop softphones, and voicemail systems; installs, maintains, and provides technical and service support to voice and data telecommunications systems, including cabling and fiber optic networks; coordinates, prioritizes, and performs telephone system and equipment repair. Identifies unified communication infrastructure system needs; and oversees the installation and integration of existing and new communications hardware and software.


Individual must be able to attain and maintain a valid US Government Secret security clearance is to be retained in the position.

Duties & Responsibilities

  • Maintains telecommunications equipment to include VoIP and network systems; perform configuration, updates, troubleshooting, monitoring, and maintenance in compliance with security and organizational policies and procedures
  • Administers the voice, trunked radio, and video-teleconferencing portions of the Unified Communications (UC) System.
  • Supports customer telephone and infrastructure requirements
  • Manages and maintains the Call Managers, Gatekeepers and Gateway equipment on all networks.
  • Installs, maintains, troubleshoots, and fine-tune VoIP phone instruments; and operate and maintain Integrated Access Devices (IAD) supporting analog phones connected into the Voice Over Internet Protocol/Voice Over Secure Internet Protocol (VoIP/VoSIP) Call Manager.
  • Exercises system backups to ensure expedient restoration of the database for the respective network equipment.
  • Performs function tests of systems components and software products to identify and resolve technical problems, analyze system malfunctions, implement necessary corrective actions, and provide ongoing support for the resolution of complex problems and operating malfunctions.
  • Provides dial tone service (voice, data, IP) on government property to connect to any location worldwide.
  • Provides Dual Tone Multi-Frequency (DTMF) type telephones
  • Operates and maintains, Voice over Secure Internet Protocol (VoSIP) telephone and Unified Capabilities (UC) service
  • Provides telephone moves, adds, and changes for MCA/SRM/Projects other than construction
  • Provides local touch labor (troubleshooting, repairing, changing cable pairs, etc.)
  • Operates, maintain digital, Voice over Secure Internet Protocol (VoSIP) telephone and UC service
  • Resolves Service Requests and User Incidents through remote administration actions (troubleshooting, repairing) that do not require touch labor
  • Operate and maintain the VoIP Local Session Controller for the installation infrastructure
  • Configure and install digital, Voice over Secure Internet Protocol (VoSIP) telephone and UC service
  • Provides voice messaging transmission, reception, and voice message storage 24 hours-per-day except for periodic maintenance downtime, accessible anywhere and anytime. Each IVMS shall be interoperable with DSN
  • Provides an IVMS service with interaction with DTMF signaling
  • Provides user security via pin/password management
  • Provides call answering with personal greeting
  • Provides a call transfer and an escape feature. (If capability currently exists, the service is provided as Baseline
  • Customer pays for establishing upgrading or expanding service)
  • Installs phones in automatic call distribution (ACD) call group and set up switch programming/features
  • Provides local touch labor for troubleshooting and repair of mission related tasks

Education & Experience Requirements

  • Bachelor’s degree in a Telecommunications or IT-related field
  • Minimal 5 years of experience in a Telecommunications or IT environment.
  • DoD 8570 IAT Level II certification: CompTIA Security+ ce or higher is required
  • SECURITY CLEARANCE REQUIREMENTS: Must possess an active Department of Defense (DoD) Secret Security Clearance
  • U.S. citizenship is required to hold a DoD clearance
