Job Duties
The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as a Training & Development Program Manager with the Human Resources Team.
The Training & Development Program Manager plays a critical role in designing, developing, delivering, and evaluating high impact training programs that directly support and advance agency goals. This position leads needs assessments, implements tailored learning solutions, manages organizational development initiatives, and oversees the agency's comprehensive workforce development plan.
This position ensures that employees at all levels have access to meaningful, relevant, and high-quality learning opportunities by strengthening workforce capability, supporting leadership development, and aligning training.
The role is responsible for the continued growth and facilitation of key in-house development programs, including:
โ€ข Leadership Development Program
โ€ข Emerging Talents Program (Jr. Associates, Associates, and partnership with CAO for Intern Program)
โ€ข Crucial Conversations
โ€ข New Manager Training
โ€ข Civility in the Workplace
โ€ข Technical Training Identification in collaboration with agency leaders
Key Responsibilities:
Training Design, Development & Delivery
Designs and develops high-quality professional development materials, including facilitator guides, participant handouts, presentations, and job aids.
Facilitates training programs in both virtual and in-person settings, applying adult learning principles to maximize engagement and retention.
Conducts comprehensive needs assessments to customize training and development programs based on agency and departmental requirements.
Evaluates program effectiveness through participant feedback, performance data, and outcome analysis; implements improvements as needed.
Workforce Development & Organizational Planning
Develops, maintains, and executes a robust workforce development plan aligned with agency goals.
Completes the annual workforce planning report required by DHRM.
Partners with stakeholders to ensure continuity and quality of in-house development programs (LDP, Associates Program, Intern Program, Jr. Associate Program).
Coaches employees and managers to identify performance gaps and create actionable professional development plans.
Collaboration, Communication & Stakeholder Engagement
Works directly with COMMS to ensure all training materials meet accessibility requirements.
Collaborates with HR to maintain, assign, evaluate, and review required trainings in COLVC.
Partners with department leadership to ensure alignment between training initiatives and agency objectives.
Incorporates input from diverse stakeholders-including Executive Leadership and the CIO-to refine training and development solutions.
Fosters strong cross departmental relationships to promote collaboration and organizational success.
Partners with HR team members to ensure cohesion and consistent application of policies and procedures.
Attends all HR meetings and participates fully as a contributing team member.
Works with Employee Relations as needed regarding performance or training concerns.
Cross-trains in other HR areas to support exceptional service delivery to internal and external stakeholders.
Budget & Compliance
Works with the budget team and agency leadership to propose, manage, and monitor the annual training budget.
Reviews and approves all TTA requests to ensure alignment with job duties and agency mission.
Ensures compliance with HR policies, training requirements, and state level workforce development standards.

Minimum Qualifications
Considerable experience with instructional design methodologies and competency-based frameworks, with a proven ability to translate organizational goals into high impact learning solutions.
Considerable experience in designing, developing, and facilitating training programs across virtual, in person, hybrid, and blended learning environments, ensuring accessibility, engagement, and measurable learning outcomes.
Considerable knowledge of adult learning principles and the ability to apply them to create learner centered experiences that drive retention, skill acquisition, and on the job performance.
Experience developing, monitoring, and optimizing training budgets.
Experience in overseeing a wide range of training programs-from highly technical, compliance driven content to soft skills, leadership, and professional development curricula.
Experience collaborating with executives, HR partners, and department leaders to assess workforce capability gaps and design targeted development strategies aligned with organizational priorities.
Considerable experience leading large scale learning initiatives with multiple stakeholders, competing deadlines, and cross functional dependencies, using structured project management tools and methodologies.
Extensive experience creating, implementing, and maintaining comprehensive workforce development programs that support talent pipelines, succession planning, and long-term organizational growth.
Considerable knowledge of HR policies, compliance requirements, and regulatory considerations that impact training, employee development, and organizational learning strategies.
