PTOC Manager
The Opportunity:
When an organization has multiple moving parts in its processes, it can be difficult to critically examine them. To be more efficient and effective, it needs a business process specialist to learn its business and mission end-to-end and provide ways to change for the better. That's why we need you, an experienced business process specialist who knows how to analyze every aspect of your customer's operations and give them the steps to improve their process.
As the Part Time On Call (PTOC) workforce manager on our team, you'll analyze your client's current operating environment and identify areas for improvement. You'll facilitate discussions with leadership and support staff to help refine the definition of success and identify current frustrations. You'll lead the recruitment, onboarding, scheduling, and management of a cadre of on-call personnel who augment across live, virtual, and constructive exercises.
What You'll Do:
  • Build and maintain a roster of cleared, certified part-time operators and technical staff for rapid call-up.
  • Coordinate with the Program Manager and subcontractors to match personnel skill sets to event requirements.
  • Manage call-in procedures, issue orders, track fund sites for non-Program Objective Memorandum (POM)-funded events and validate approvals for Risk Reduction Exercises (RREs), Command Post Exercises (CPXs), and contingency missions.
  • Oversee onboarding and offboarding processes, facilitate operator and master-operator training, certify proficiency on Joint Land Component Constructive Training Capability (JLCCTC), Warfighter Simulation (WARSIM), Mission Command Information Systems (MCIS), After Action Reviews (AARS), Perspective, Joint Training Information Management System (JTIMS), and ARCHER.
  • Monitor readiness metrics and qualifications for the PTOC workforce.
  • Maintain personnel records, timesheets, and travel documentation; liaise with finance manager and teaming partners for timely invoicing and per-diem allocations.

You Have:
  • 8+ years of experience in government contracting and program or financial management roles within the DoD
  • Experience with stakeholder management and briefing
  • Experience making contract-execution decisions in a government office environment
  • Experience negotiating and administering data rights under FAR and DFARS
  • Experience with full-spectrum cost management, ODC tracking, and monthly cost-report preparation
  • Experience with Service Contract Reporting (SCR) via SAM.gov and generating Estimate at Completion forecasts
  • Knowledge of quality control and quality assurance frameworks for training and service delivery
  • Knowledge of Microsoft Office and contract management systems, including Deltek, Costpoint, or SAP
  • Secret clearance
  • Bachelor's degree

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $77,500.00 to $176,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
