Job description

Description Why Sabel Systems Sabel Systems designs and delivers digital engineering ecosystems for DoD programs, enabling teams to connect data, systems, and personnel within secure, scalable environments. Our solutions empower programs to make faster decisions, close sustainment gaps, and meet the digital acquisition requirements. Rather than simply proposing transformation, we implement and operate it at scale. Our method is clear: we orchestrate existing tools into a governing system of record, ensuring government ownership of infrastructure and traceable decisions. There's no vendor lock, no proprietary baselines, and no need for ATO rebuilds during transitions. Sabel Systems is redefining modern defense acquisition. If you seek to solve complex challenges at scale and want your work to directly accelerate military capability while reshaping the DoD's approach to digital engineering, this is the place for you. Complexity Simplified. Mission Amplified. What You'll Do * Lead end-to-end proposal management for complex, high-value opportunities, including RFP analysis, schedule development, planning, and execution. * Facilitate proposal kickoff meetings, daily stand‑ups, and color reviews to ensure team alignment and timely progress. * Develop and maintain proposal schedules, outlines, compliance matrices, templates, and writing assignments. * Work closely with Capture Managers to refine win strategies, discriminators, themes, and value propositions. * Guide technical and management contributors to produce clear, compliant, and compelling content aligned with customer requirements. * Write non-technical portions of the proposal (e.g., cover letters, executive summaries, resumes, past performance, management plans, etc.) proposal or task orders responses. * Coordinate and develop proposal graphics, org charts, workflow diagrams, and other visual aids supporting value messaging. * Collaborate with Pricing, Contracts, and SMEs to develop integrated technical, management, and cost volumes. * Serve as the primary copy-editing and desktop publishing professional. * Manage version control, content integration, and final production for all proposals. * Conduct meticulous compliance checks to ensure all RFP instructions, evaluation criteria, and contractual requirements are fully addressed. * Drive quality assurance through structured review cycles (e.g., Pink, Red, Gold) and implement feedback from reviewers and leadership. * Maintain proposal repositories, past performance libraries, resumes, and boilerplate content to support rapid proposal turnarounds. * Mentor junior proposal staff and contribute to the development of Sabel's proposal processes, tools, and best practices. * Support capture activities such as storyboard development, competitive analysis review, and solutioning workshops * Maintain a culture of open communication and encouragement to bring ideas forward promoting continuous improvement and operational efficiencies. Qualifications What You Bring Required * 7+ years of federal proposal management experience, preferably supporting DoD and federal agencies. * Demonstrated success leading large, multi-volume proposals (technical, management, cost, past performance). * Advanced understanding of federal procurement processes, FAR/DFARS, and industry-standard proposal methodologies. * Demonstrated ability to lead proposals across non‑traditional DoD acquisition pathways-SBIR Phase III, OTAs, CSOs, and Consortia-translating unique procurement structures into compliant, compelling proposal strategies aligned with mission‑driven DoD/DoW requirements. * Strong skills in project management, scheduling, and facilitation in fast-paced, deadline-driven environments. * Excellent communication, writing, and editing capabilities. * Mastery of MS Office Suite (Word, PowerPoint, Excel etc.). * Proficiency with SharePoint, MS Teams, Adobe, and proposal collaboration tools. * Ability to work cross-functionally with diverse teams and senior executives to drive high-quality proposal submissions. Preferred * APMP certification (Foundation, Practitioner, or Professional). * Experience with NextStage CRM * Familiar with Digital Engineering concepts (PLM, MBSE, digital thread, DevSecOps, model‑based workflows) * Experience using AI platforms to increase efficiency within proposal management tools and activities. * Entrepreneurial mindset: comfortable building new structures, introducing new processes, and driving organizational change within BD operations. Our Core Values * Bias for Action: Decisive. Purposeful. Agile. We move with the speed of relevance to drive impact and progress. * Integrity: Respect. Ethics. Transparency. We do what's right and earn lasting trust. * Delivery Excellence: Customer-obsessed. Mission-focused. Quality-driven. We deliver innovative outcomes that exceed expectations.
