Job description

Position Overview: As the Vice President, Diversity, Inclusion and Learning,ย within the Equity & Experience team in the Human Resources Department,ย you will lead efforts related to the design, implementation, and measurement of inclusion and learning initiatives at NYCEDC. In this role, you will play a crucial role in driving employee growth and development while cultivating a culture ofย equity andย inclusion.ย ย 

Through the creation of strategic, data-driven plans, this position will aim to driveย measurable impact, build a better workplace,ย embed inclusive practices across talent processes, and support NYCEDC's continued evolution toward integrating equity and inclusion into all aspects of the organization.ย 

Essential Duties and Responsibilities:

  • Partner withย Talent Managementย and Equity & Experience leadership to design and implementย equitableย systems, policies, and programs,ย and removeย barriers to execution.ย 
  • Establish, track, and analyzeย diversityย and learning metrics to guide prioritization, measure impact, andย provideย data-informed recommendations.ย 
  • Advance economic-mobility efforts by integrating equity into compensation, benefits, learning access, and employee support programs.ย 
  • Embed inclusive practices across talent processes by aligning D&I and learning strategies with businessย objectives, tools, and policies.ย 
  • Develop and deliver inclusion and belonging programs, including education for staff and support for Employee Resource Groups (ERGs).ย 
  • Provide strategic and operational oversight of ERGs to strengthen engagement, talent development, leadership pathways, and retention.ย 
  • Assess organizational skill gaps and deliver learning solutions (e.g., technical training, seminars, and compliance training) to address needs.ย 
  • Design and oversee leadership development for managers and executives (e.g., coaching, management training, performance management, team building, and mentorship).ย 
  • Ensure compliance and required reporting (e.g., policy updates,ย pay equity,ย documentation, audit readiness, EEO-1, and citywide diversity metrics).ย 
  • Oversee the Diversity,ย Inclusionย & Learning (DIL) programmingย budgetย and related resource planning.ย 
  • Contribute to a high-performing Equity & Experience team by sharing knowledge and delivering high-quality, compliant, data-informed services.ย 

Qualifications:

  • Minimum of 7 years of relevant HR experience including at least 3 years of managing a function and leading a team.ย 
  • Demonstrated abilityย to influence andย adviseย senior leadership; strong executive presence with ability to navigate complexity and drive decisions without direct authority.ย 
  • Demonstrated success building and executing a multi-year DEI and learning strategy aligned to organizational mission, business priorities, and talent outcomes.ย 
  • Provenย track recordย ofย designing, scaling, and sustaining enterprise-wide inclusion, belonging, and leadership development programs with measurable impact.ย 
  • Expertiseย establishingย governance, KPIs, and accountability mechanisms (dashboards, targets, leader scorecards) and presenting insights to executive stakeholders.ย 
  • Deep knowledge of EEO, affirmative action, and related reporting requirements; experience ensuring policy adherence, audit readiness, and risk mitigation.ย 
  • Experience managing andย optimizingย budgets, vendors, and resources to deliver outcomes efficiently and at scale.ย 
  • Exceptional written and verbal communication skills, including the ability to craft executive-ready narratives, recommendations, and change communications.ย 
  • Demonstratedย abilityย to apply DEI principles and current best practices to design and improve programs, policies, and employee experience.ย 
  • Bachelor's degree or equivalent related experience.ย 
  • Knowledge and experience with Equal Employment regulations and affirmative action programs.ย 
  • New York City residence isย requiredย withinย 180 daysย of hire.ย
