Job description

A Brief Summary

Reporting to the Senior Vice President – Development of Military Housing, the Vice President, Development  is responsible for leading the execution of all development scope of work and supporting the overall operations for the military public private ventures (PPV) project (Homeport Hampton Roads) during the Initial Development Period (IDP).
What You Will Do

  • Lead a team of development professionals in executing the responsibilities of the Managing Member contained within the Project Business Agreements for the Homeport Hampton Roads (HHR) IDP.
  • Accountable for certifying that all project requirements and covenants are executed in accordance with the project’s governing documents and in full compliance with bondholder and Partner governing agreements.
  • Lead internal coordination with inter-company functions; facilitate a cooperative flow of information and inter-company tasks with Asset Management, Operations, Construction, and Finance & Accounting departments. Accountable for all inter-company work products supporting the HHR project.
  • As directed by HMC senior leadership, work with the Asset Management team in making recommendations to project Ownership on short-, medium-, and long-term sustainment investments in the project that maximizes the project’s financial performance and quality standards for our residents.
  • As directed by HMC senior leadership, work with Operations team on Owner-level business decisions in the administration of Property Management activities that lead to high-quality Project performance.
  • Work with the project’s Construction Management team in reviewing cost analysis, schedule and phasing progress, design changes, safety performance, and quality assurance reviews.
  • Own the quality and execution of periodic updates to the Project’s financial model. This might include revisions to the IDP, stress tests for proposed variations to the Project’s financial structure, and responses to various Owner requests.
  • At the direction of HMC leadership, lead the completion of the project within the established ROI objectives. Help to ensure that all Project Financial reporting and other requirements as outlined by the PPV business and indenture agreements are being adhered to.

Qualifications

  • Bachelor’s degree in real estate, Planning, Finance or Economics required.
  • Master’s degree in real estate, Planning, Finance, or Business Administration preferred.
  • 10 years of experience in Real Estate Asset Management or Development Management required.
  • Leadership experience in developing and managing project governance, project draws/budgets and operational budget development and execution required.
  • Demonstrated ability to create and lead a high-performance team interfacing with inter-company teams, Partner team members, vendors, and other external project stakeholders/agencies.
  • Strong communicator (internally and outward-facing), organizational leader, and ability to work in a high-pressure, fast-paced environment.
  • Strong time management and organizational skills along with the ability to present at a high level.
  • Ability to define problems and organize efficient solutions, analyze data, and draw valid conclusions.
  • Strong verbal and written communication skills.
  • Strong computer skills and proficiency with MS Office applications.
  • Required to possess and maintain a valid driver’s license
  • Requires a self-motivated, independent worker who pays close attention to detail and who can prioritize critical activities in a fast-moving environment, anticipating future business requirements.
  • Self-starter with demonstrated project management and communication skills.
  • Excellent analytical skills, including financial and asset management skills.
  • Must demonstrate excellent written and verbal communication skills and interpersonal skills, particularly the ability to communicate effectively with all levels of management and industry and government professionals.
