Position:
The Idaho Department of Environmental Quality (DEQ) is hiring a Brownfields Analyst 3 for the Coeur d'Alene Regional Office.
Salary Range: $32-$34.50
Responsibilities:
Program Implementation:
- Implement the Brownfields Program and Voluntary Cleanup Program (VCP) at the regional level to identify, inventory, and prioritize potential brownfield and VCP sites and projects.
- Coordinate with the Brownfields Program and VCP managers on annual budgets, identifying priorities and implementing the program consistent with the agency plan.
- Provide feedback to the program managers on how to improve and enhance the statewide program.
- Provide technical assistance to stakeholders and property owners to encourage participation in the program and to help develop funding strategies for assessment and cleanup of eligible properties.
- Conduct outreach and education to communities, property owners, and other stakeholders to promote the Brownfield Program and VCP.
Project Management:
- Develop task orders, track budgets, and review invoices for the assessment and cleanup of brownfields and VCP projects.
- Provide technical oversight of contractor activities at DEQ-led and EPA-led projects.
- Coordinate, review, and provide comments for project related quality assurance project plans, sampling and analysis plans, site assessment and cleanup reports, risk evaluations, cleanup work plans, community involvement plans, and analysis of brownfield cleanup alternatives.
- Review and approve environmental covenants for brownfield and VCP projects.
Grant Management:
- Apply for brownfield program grants and secure matching funds from stakeholders.
- Complete grant reporting and tracking requirements.
- Coordinate with the DEQ Fiscal Office as needed.
Program Coordination:
- Coordinate with other waste and remediation programs at the regional and statewide level to maximize program effectiveness and consistency.
Minimum Qualifications:
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Desired Specialty Minimum Qualification
Demonstrate background in leading Brownfields programs and/or direct coordination with Federal, State, and local government agencies.
Communicate and coordinate effectively with a wide variety of stakeholders including real estate agents, lenders, developers, redevelopment agencies, cities and counties, and state and federal agencies to encourage redevelopment activities in Idaho. Good public speaking skills and skilled at building public relations.
Physical Requirements (with or without reasonable accommodations

• Some periods of heavy reading and typing are required.

• Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.
• Must be able to swim and perform field monitoring work without on-site assistance or supervision
• Occasional travel required.
• May work in the vicinity of loud noise.
• May be required to travel and stay overnight in remote areas
• May come into contact with hazardous waste/materials.
• Eyesight needs to be 20/20 (as corrected) to observe field compliance
• Required to obtain and maintain a Department of Energy "L" Clearance, including successfully passing a drug screening test and subject to random drug screening tests
• Required to obtain and maintain a Department of Energy "Q" Clearance, including successfully passing a drug screening test and subject to random drug screening tests
