Job description

SENIOR ACQUISITION SPECIALIST
Work Location: ONSITE in Dahlgren, VA
INCATech is searching for Senior Acquisition Specialists to provide expert acquisition support across the federal acquisition lifecycle, with a primary focus on pre-award planning, requirements development, market research, cost estimating, and solicitation support. This role supports Government Contracting Officers and program stakeholders by delivering accurate, timely, and defensible acquisition products in strict compliance with applicable regulations, policies, and approved acquisition strategies. The position requires the ability to work independently, manage multiple priorities, and safeguard sensitive information in high-visibility environments. This opportunity is contingent upon a contract award.
RESPONSIBILITIES
Pre-Award Acquisition Support
  • Provide accurate and timely acquisition support services during the pre-award phase of the acquisition lifecycle.
  • Develop clear, concise, measurable, and market-informed requirements that accurately reflect Government mission needs.
  • Conduct comprehensive market research to assess available sources, pricing, industry capabilities, and market trends, and document results in accordance with FAR requirements.
  • Develop accurate and defensible Independent Government Cost Estimates (IGCEs) based on sound estimating principles, robust market research, and a thorough understanding of technical and performance requirements.
  • Support development and execution of acquisition strategies and acquisition plans.
  • Assist with cost and price analysis of offeror proposals.
  • Develop clear, logical, and well-supported memoranda documenting fair, reasonable, and realistic (when applicable) price negotiation objectives and negotiation outcomes.
Post-Award and Contract Administration Support
  • Assist in monitoring contract performance through progress reports and analysis of contractor metrics to ensure compliance with performance standards, delivery schedules, payment provisions, inspections, and other contract requirements.
  • Prepare contract modifications assigned by Government Contracting personnel, including changes to technical requirements, incremental funding obligations, quantity changes, and option exercises.
  • Conduct contract close-out procedures and prepare required documentation for Contracting Officer signature in accordance with FAR requirements, including file handling, storage, and disposal per FAR 4.805.
  • Track and log open Purchase Requests (e.g., DAF Form 9), Military Interdepartmental Purchase Requests (MIPRs), and other funding documentation through award.
REQUIREMENTS
Qualifications
Related Experience:
  • MUST have an active Top Secret clearance with expectation of attaining an SCI for this program.
  • Bachelor’s degree
  • Minimum of 5 years of federal acquisition experience
  • Expert knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable acquisition regulations and policies related to pre-award processes.
  • Demonstrated experience developing and executing acquisition strategies and plans.
  • Proven ability to leverage market research and well-defined requirements to support successful acquisition outcomes
  • Federal Acquisition Certification in Contracting (FAC-C) Level III or DAWIA certification in Contracting
  • Proven ability to manage sensitive information with discretion and professionalism
  • Strong organizational skills with the ability to manage multiple priorities in a fast-paced, high-visibility environment
  • High emotional intelligence, with the ability to communicate effectively with diverse stakeholders and navigate complex interpersonal dynamics.
  • Excellent verbal and written communication skills are essential.
  • Experience in Microsoft Office Suite (Word, Excel, PowerPoint, etc.).
